September 7, 2010 (Work Session) Page 98 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, September 7, 2010 at 3:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Robert W. Carruth <br />Grace M. Mynatt <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard Koch, County <br />Attorney; Mike Downs, Deputy County Manager and Kay Honeycutt, Clerk to the <br />Board. <br />Vice Chairman Poole arrived at 4:19 p.m. and was present for the <br />remainder of the meeting. <br />Call to Order <br />Chairman White called the meeting to order at 3:34 p.m. <br />Approval of Agenda <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Agenda as presented. <br />Additional Agenda Items <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place the following items on the <br />September 20, 2010 Agenda: <br />Recognitions and Presentations <br />• BOC - Recognition of Carolyn Carpenter for Her Years of Service on the <br />Public Health Authority of Cabarrus County <br />• BOC - Recognition of Former Cabarrus County Planning Commission Members <br />for Service <br />Consent Agenda <br />• Commerce - Resolution for Land Donation to Habitat for Humanity of <br />Cabarrus County <br />• County Manager - Approval of Access / Utility Easement Agreement with <br />Town of Harrisburg for Hickory Ridge Middle School <br />• Finance - Adoption of Project Ordinance and Budget Amendment for the <br />Board of Elections' New Facility - $2,130,000.00 <br />• Finance - Budget Amendment and Project Ordinance - Agricultural <br />Department Farmland and Preservation Grant, Special Revenue Fund - <br />$409,907.00 <br />• Finance - Ongoing Projects Budget Amendment - $2,579,438.00 <br />• General Services - Award of Service Truck Bid to Hilbish Ford for <br />$141,190.00 <br />• Human Resources - Cabarrus County Personnel Ordinance Revision <br />• Parks Department - Approval of Acquisition of Real Property at No Cost <br />• Parks Department - Approval of Matching Incentive Grant Requests - FY <br />2010 -2011 and Adoption of Related Budget Amendment <br />• Sheriff - Surplus and Trade -in Radios - $39,000.00 <br />• Sheriff's Department - Authorization to Award Service Weapon and Badge <br />to Dennis M.
