September 7, 2010 (Work Session) Page 103 <br />In response to questions from the Board, Ms. Morris reported the <br />following: there are approximately thirty projects approved by the Cabarrus <br />County Planning and Zoning Commission that are still on the books; Harrisburg <br />and Kannapolis have both opted to add the one -year extension; Concord is <br />beginning to update their information; Locust has only one project that will <br />fall into this legislation; Midland has not provided the requested <br />information; Consent Agreements run with the land until they expire; etc. <br />Chairman White asked Ms. Morris to provide the Board with a spreadsheet <br />containing the projects' current expiration date and the new expiration date <br />if the extension is enacted. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place Session Law 2010 -177, An <br />Act to Amend the Permit Extension Act of 2009 on the October 4, 2010 work <br />session Agenda as a New Business item. <br />Concord Library - Piggyback Bid Awarded by Durham County, N.C. for Library <br />Shelving <br />Sherri Barnhardt, Purchasing Agent /Contract Administrator, presented <br />information on the County's intent to piggyback on a bid awarded by Durham <br />County, N.C. for library shelving pursuant to NCGS 143 -129. She stated, the <br />vendor, R.D.S. (Researching and Developing Solutions) has agreed to extend <br />the same discount to Cabarrus County for shelving at the Concord Library. <br />Pam Dubois, Deputy County Manager, advised that monies donated to the <br />Library Trust Fund will be used on this project. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the Piggyback Bid Awarded <br />by Durham County, N.C. for Library Shelving on the September 20, 2010 Agenda <br />as a Consent item. <br />DSS - Request for Four (4) Maintenance Caseworker II Positions - $161,836.00 <br />Vice Chairman Poole arrived at 4:19 and was present for the remainder <br />of the meeting. <br />Ben Rose, Director of Social Services, presented a detailed request for <br />four (4) Maintenance Caseworker II positions. He advised these positions are <br />needed due to increased caseloads, expanded eligibility standards and <br />increased demand for services. He also responded to a variety of questions <br />from the Board. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the Request for Four (4) <br />Maintenance Caseworker II Positions - $161,836.00 on the September 20, 2010 <br />Agenda as a Consent item. <br />Elections - Discuss Selection Process for Architect and Building Contractor <br />Mike Downs, Deputy County Manager, requested direction on the selection <br />process for an architect and building contractor for the Board of Elections <br />new facility at the "old" Creamery building. He advised the Board selected <br />YCH Architects and CM Black Construction to design and construct the new <br />facility originally proposed for the old fair grounds property and they are <br />currently under contract with the County. He stated the County can continue <br />with these contracts or can go in a different direction. <br />A brief discussion ensued. John Day, County Manager, recommended the <br />Board continue its relationships with YCH Architects and CM Black. Mr. Downs <br />responded to several questions from the Board. <br />UPON MOTION of Commissioner Mynatt, seconded by Chairman White and <br />unanimously carried, the Board voted to place the retention of YCH Architects <br />and CM Black Construction for architectural and construction services for the <br />Board of Elections' new facility at the "old" Creamery on the September 20, <br />2010 Agenda as a Consent item. <br />Finance - Qualified School Construction Bonds (QSCB) - Resolution Approvin <br />Installment Contract Financing for Various Public School Projects in an <br />Aggregate Principal Amount up to $14,637,160.00 and the Execution and <br />Delivery by the Cabarrus County Development Corporation of Certificates of <br />Participation and / or Limited Obligation Bonds Related Thereto, Authorizing <br />
