Allen <br />Elementary School replacement, projected to open in August 2010. <br />Seating Capacity will be increased from 483 seats to 1000 seats, <br />enabling the 95 satellite students at Bethel Elementary to return <br />to A.T. Allen Elementary. The Patriots Elementary School, <br />adjacent to C.C. Griffin Middle School, is also projected to open <br />in August 2010 with capacity for 1000 students. When this new <br />elementary school opens, 100 students will be transferred from <br />Bethel Elementary School to the new Patriots Elementary School <br />due to redistricting. These schools would relieve A.T. Allen, <br />Bethel, Harrisburg and Rocky River Elementary Schools. <br />The CIP also included Hickory Ridge Middle School, proposed to <br />open in August 2010 with capacity for 1200 students. When this <br />new middle school opens, 900 students will be transferred from <br />C.C. Griffin Middle School to the new Hickory Ridge Middle School <br />due to redistricting. <br />Cabarrus County Schools operating at 110% capacity are considered <br />to be operating at the maximum capacity. <br />She further advised the availability of a representative for the <br />project to respond to questions. Jerry Newton, representative for the <br />developer, stated the project is in the final stage of development. <br />Commissioner Carruth MOVED to approve the Consent Agreement between <br />Cabarrus County and Summerhill Developers, Inc. for the Deer Run Phase 3 <br />subdivision project, including the payment of $4,034.00 per lot to advance <br />school adequacy with payment due prior to final platting and authorized the <br />County Manager to execute the Agreement on behalf of Cabarrus County, subject <br />to review or revisions by the County Attorney. Vice Chairman Poole seconded <br />the motion. <br />Commissioner Privette expressed his intent to vote against the motion <br />citing school overcrowding. <br />The MOTION carried, with Chairman White, Vice Chairman Poole and <br />Commissioners Carruth and Mynatt voting for and Commissioner Privette voting <br />against. <br />(G -7) Commerce - Consent Agreement and School Capacity Information for <br />Savannah Commons Subdivision <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information regarding a Consent Agreement for the Savannah Commons <br />subdivision: <br />The Savannah Commons subdivision was approved by the City of <br />Concord Planning and Zoning Board on December 21, 2004. The <br />project consists of 28 single - family residential lots on +/- <br />11.35 acres located off Pitts School Road. The specifics of the <br />agreement are as follows: <br />• Developer - Landmark Development Ventures, LLC, P.O. Box 5308, <br />Concord, NC 28027. <br />• Payment of $1,008.00 per lot. <br />• A Consent Agreement was discussed at the Board of <br />Commissioners Recessed Meeting on September 29 2005. <br />However, a Consent Agreement was not executed at that time. <br />• All 28 lots in the project were final platted with the City of <br />Concord on June 6, 2006. <br />• Developer agrees to pay $28,224.00 (lump sum) upon execution <br />of the Consent Agreement and prior to any permits being issued <br />for the project. <br />The APFO worksheet filled out by Mr. Robert Kluttz with Cabarrus <br />County Schools indicates that schools impacted by the Savannah <br />Commons subdivision are currently functioning at the following <br />capacities: <br />Pitts School Road Elementary School - 107.95% <br />J.N. Fries Middle School - 106.08% <br />Jay M. Robinson High School - 96.16% <br />
