September 20, 2010 (Regular Meeting) <br />Page 145 <br />Including previously approved subdivisions and additional <br />capacity from funded improvements in the 2009 -2010 Capital <br />Improvement Plan (CIP), these schools will be functioning at the <br />following capacity upon completion of the Savannah Commons <br />subdivision: <br />Pitts School Road Elementary School - 143.120 <br />J.N. Fries Middle School - 125.31% <br />Jay M. Robinson High School - 107.39% <br />The 2009 -2010 Capital Improvement Plan (CIP) does not include <br />improvements to provide capacity relief at Pitts School Road <br />Elementary School. <br />The redistricting plan approved by the Cabarrus County Board of <br />Education for Hickory Ridge Middle School, scheduled to open <br />August 2010, will not provide capacity relief for J.N. Fries <br />Middle School. The Harold Winkler Middle School is projected to <br />open in August 2011. One hundred students are to be transferred <br />from J.N. Fries Middle School to the new Harold Winkler Middle <br />School under the proposed redistricting plan. However, the Board <br />of Education has not yet approved this boundary adjustment. <br />The CIP does not include improvements that to provide additional <br />capacity relief at Jay M. Robinson High School. <br />Cabarrus County Schools operating at 110% capacity are considered <br />to be operating at the maximum capacity. <br />Ms. Morris stated the availability of the developer to respond to <br />questions. <br />Commissioner Mynatt MOVED to approve the Consent Agreement between <br />Cabarrus County and Landmark Development Ventures, LLC for the Savannah <br />Commons subdivision project, including payment of $1,008.00 per lot to <br />advance school adequacy with payment to be made in a lump sum of $28,224.00 <br />upon execution of the Consent Agreement and prior to any permits being issued <br />for the project and to authorize the County Manager to execute the Agreement <br />on behalf of Cabarrus County, subject to review or revisions by the County <br />Attorney. Commissioner Carruth seconded the motion. <br />Commissioner Privette stated his intent to vote against the motion <br />citing school overcrowding. <br />Following discussion, the MOTION carried, with Chairman White, Vice <br />Chairman Poole and Commissioners Carruth and Mynatt voting for and <br />Commissioner Privette voting against. <br />(G -8) BOC - Creation of the Council for a Sustainable Local Economy <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the creation of the Council for a <br />Sustainable Local Economy, as described in the following document and <br />directed the County Manager to prepare a budget for this initiative for <br />review at the October or November Agenda Work Session. <br />Cabarrus County Council for a Sustainable Local Economy <br />A Vision for Cabarrus County <br />The Cabarrus County Board of Commissioners (BOC) has a vision of <br />Cabarrus as a county in which our children learn, our citizens <br />participate, our dreams matter, our families and neighbors <br />thrive, and our community prospers. <br />The Board of Commissioners established the following five broad <br />goals in an effort to achieve and maintain its vision: <br />1. Preserve and enhance quality of life by addressing growth with <br />sound public policies that sustain resources, fund infrastructure <br />needs, and provide high quality services. <br />2. Achieve community -wide preparedness to protect public safety, <br />respond to routine and catastrophic events, and maintain and <br />restore the well -being of all residents. <br />
