She invited anyone to come <br />spend the day with the Humane Society to see the good that the Humane Society <br />does on a daily basis. <br />Patsy Beeker, resident of 721 Traton Circle in Concord and President of <br />Cabarrus CARES and Program Director of Kitty City, stated she has been <br />actively rescuing animals for over ten years. She asked the Justice for <br />Bella supporters to work with the local rescue groups to save animals, not <br />against them. Time spent spreading untruths and inaccurate information <br />throughout the community, she said, could be used for caring for animals and <br />handling adoptions. She addressed the number of kittens produced annually <br />and the affect animal abuse has on Animal Control officers who witness and <br />prosecute the cases. In closing, she encouraged everyone with the common <br />goal of saving animals to work together. <br />With there being no one else to address the Board, Chairman White <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT AGENDA <br />Commissioner Carruth requested Item F -6 (Elections - Discuss Selection <br />Process for Architect and Building Contractor) be removed from the Consent <br />Agenda for discussion as New Business. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the Consent Agenda as amended. <br />(F -1) Chamber of Commerce - Request for Letter of Support for NC STEM <br />Tni i-i ni-i va <br />Representatives of the EDC (Economic Development Corporation) presented <br />information on the NC STEM (science, technology, engineering and mathematics) <br />initiative in Cabarrus /Rowan counties, including a request for a letter of <br />support and possible financial assistance. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board endorsed the NC STEM initiative for <br />Cabarrus and Rowan counties and approved a letter of support. <br />(F -2) Commerce - Resolution for Land Donation to Habitat for Humanity of <br />Cabarrus County <br />On November 16, 2009, the Cabarrus County Board of Commissioners voted <br />to donate property located on NC Hwy 601 to Habitat for Humanity for the <br />purpose of producing affordable housing. Pursuant to N.C. General Statutes a <br />resolution must be adopted and the transfer must be publicly noticed. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2010 -20 <br />RESOLUTION APPROVING CONVEYANCE OF PROPERTY <br />PURSUANT TO G.S. 160A -279 <br />WHEREAS, the Cabarrus County owns a 30 -acre unimproved tract of land <br />between Warren C. Coleman Boulevard, Cabarrus Avenue West and Brown Street in <br />Concord, North Carolina; and <br />WHEREAS, North Carolina General Statute § 160A -279 authorizes a county <br />to convey real property by private sale to a nonprofit corporation, if the <br />county is authorized by law to appropriate money to the corporation; and <br />WHEREAS, North Carolina General Statute § 153A -378 authorizes a county <br />to convey property by private sale to any public or private entity that <br />provides affordable housing to persons of low or moderate income; and <br />WHEREAS, Habitat for Humanity Cabarrus County, Inc., is a non - profit <br />corporation within the meaning of North Carolina General Statute §160A -279 <br />and §153A -378. <br />
