September 20, 2010 (Regular Meeting) Page 151 <br />Recommended appointments for seats 10 and 11 will be submitted for the <br />Board's consideration in October. <br />Commissioner Mynatt MOVED to transfer Noelle Scott from Seat No. 7 to <br />Seat No. 12 (Tourism At- large) as requested by the Tourism Authority for a <br />term ending June 30, 2013 (No change in term length.) and to appoint Vinay <br />Patel (County - Hotelier) to Seat No. 7 to complete an unexpired term ending <br />June 30, 2013, as recommended by the Tourism Authority, including an <br />exception to the "residency" provision of the Appointment Policy for Mr. <br />Patel. Commissioner Carruth seconded the motion. <br />Commissioner Privette expressed concern for appointees from outside the <br />County for this committee. Chairman White announced a plea for any hotelier, <br />inns or bed and breakfast, etc. to come forward for consideration for service <br />on the Tourism Authority. <br />The MOTION carried, with Chairman White, Vice Chairman Poole and <br />Commissioners Carruth and Mynatt voting for and Commissioner Privette voting <br />against. <br />(H -6) Removal - Nursing Home Community Advisory Committee <br />The regional Ombudsman has requested the removal of Desiree Lackey from <br />the NHCAC roster. Ms. Lackey's work schedule does not permit her to attend <br />site visits that are normally held during business hours. Including the <br />requested removal, there are now seven (7) vacant positions on this <br />committee. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Mynatt and <br />unanimously carried, the Board removed Desiree Lackey from the Nursing Home <br />Community Advisory Committee roster. <br />(I) REPORTS <br />(I -1) BOC - Animal Protection and Preservation Advisory Committee - Update <br />Commissioner Carruth presented the following information regarding the <br />Animal Protection and Preservation Advisory Committee ( APPAC): the committee <br />met on September l information regarding implementing a "no- kill" program <br />was presented to the group; creating and funding for an adoption coordinator <br />position was discussed and is on the October 4 th APPAC meeting agenda for <br />further consideration; a resolution implementing a no -kill concept will be <br />forthcoming; etc. <br />In response to a question from the Commissioner Privette, Commissioner <br />Carruth addressed current adoption procedures. Commissioner Carruth also <br />advised that within the last few weeks, the Sheriff's office has implemented <br />a new initiative to call area animal rescue organizations inviting them to <br />come to the shelter to get animals to adopt out. A lengthy discussion <br />ensued. No action was required of the Board. <br />(I -2) Commerce - Summary Reports for HALUP for June and July 2010 <br />The Board received the HALUP (Harrisburg Area Land Use Plan) Progress <br />Reports as part of the Agenda. No action was required of the Board. <br />(I -3) Request for Applications for County Boards /Committees <br />Applications are being accepted for the following County <br />Boards /Committees: <br />• Adult Care Home Community Advisory Committee <br />• Animal Protection and Preservation Advisory Committee <br />• Cabarrus Planning and Zoning Commission (Kannapolis Zoning Area) <br />• Concord Planning and Zoning Commission (ETJ) <br />• Industrial Facilities and Pollution Control Financing Authority <br />• Nursing Home Community Advisory Committee <br />• Council for a Sustainable Local Economy <br />(J) GENERAL COMMENTS BY BOARD MEMBERS <br />Vice Chairman Poole announced a candlelight vigil for Valerie Hamilton <br />was held at 7:00 p.m. in Concord. She stated recent events have greatly <br />impacted people in the area. She expressed appreciation to the community for <br />coming together at times of need and showing their support. <br />
