September 20, 2010 (Regular Meeting) Page 150 <br />(H -2) Appointment - Criminal Justice Partnership Program <br />Ms. Revella Nesbitt (mental health ex officio) and Mr. David Calloway <br />(probation /parole) recently resigned from the CJPP advisory board. It is <br />requested that Ms. LaShay Avery be appointed to complete Ms. Nesbitt's <br />unexpired term and Ms. Quinn be appointed to complete Mr. Calloway's <br />unexpired term. <br />Exceptions to the Appointment Policy (service on multiple boards and <br />residency provisions) are also requested for Ms. Avery. (She is also being <br />considered this month for appointment on the Juvenile Crime Prevention <br />Council.) <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Carruth <br />and unanimously carried, the Board appointed LaShay Avery (mental health) and <br />Mitzi Quinn (probation /parole) to the Criminal Justice Partnership Program <br />(CJPP) to complete unexpired terms ending April 30, 2013, including <br />exceptions to the Appointment Policy for Ms. Avery. <br />(H -3) Appointment - Department of Aging Advisory Board <br />Department of Aging Advisory Board appointments are needed to replace <br />board members Mae Block (deceased) and Char Solomon (resigned). The <br />following recommendations received unanimous support from the Department of <br />Aging Advisory Board: appointment of Annette Young to complete Mae Block's <br />unexpired term ending December 31, 2010; and, the appointment of Ella Walters <br />to complete Char Solomon's unexpired term ending December 31, 2012. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Poole and <br />unanimously carried, the Board appointed Annette Young to the Department of <br />Aging Advisory Board to complete an unexpired term ending December 31, 2010 <br />and appointed Ella Walters to complete an unexpired term ending December 31, <br />2012. <br />(H -4) Appointments - Juvenile Crime Prevention Council <br />The terms of appointments for the following JCPC members end September <br />30: Susan Burns (school superintendent designee), LuAnn Andrews (sheriff <br />designee), Scott Stoker (chief court counselor designee), Revella Nesbit <br />(area mental health director designee), Ben Sharpe (parks department <br />designee), Felicia Wilson (at large) and Angela Ward (at large). The JCPC <br />Secretary requests the reappointment of everyone except Ms. Nesbit and Mr. <br />Sharp due to resignations. <br />Further, the JCPC Chair has asked the Board to consider appointing a <br />new Commission member to complete an unexpired term ending December 15, <br />2010. The Council meets on the third (3) Wednesday of each month at 7:30 <br />a.m. in the Multipurpose Room in the Governmental Center. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Mynatt and <br />unanimously carried, the Board 1) appointed LaShay Avery (area mental health <br />director designee) and Perry Gabriel (parks department designee) to the <br />Juvenile Crime Prevention Council (JCPC) for two -year terms ending September <br />30, 2012, including an exception to the "residency" and "multiple service" <br />provisions of the Appointment Policy for Ms. Avery; 2) reappointed Susan <br />Burns (school superintendent designee), LuAnn Andrews (sheriff designee), <br />Scott Stoker (chief court counselor designee), Felicia Wilson (at- large) and <br />Angela Ward (at- large) to the JCPC for two -year terms ending September 30, <br />2012; 3) appointed Commissioner Carruth to the JCPC to complete an unexpired <br />term ending December 15, 2010. <br />(H -5) Appointments - Cabarrus County Tourism Authority <br />The ratification of Senate Bill 1357 calls for expansion of the <br />Cabarrus County Tourism Authority Board of Directors. This bill also <br />dedicates seats within the 3 organizations represented on the Tourism <br />Authority Board. In order to meet the new legislation, the County needs to <br />appoint a hotelier. The Tourism Authority Board is recommending a transfer <br />of Noelle Rhodes Scott, County seat # 7, to the Tourism Authority seat # 12, <br />expiring on June 30, 2013. This transfer will open a County seat and enable <br />the County to appoint a hotelier to meet the new legislation. The Tourism <br />Authority is submitting a recommendation of Vinay Patel for County seat #7, <br />to complete an unexpired term ending June 30, 2013. Further, an exception to <br />the Appointment Policy (residency provision) is requested for Mr. Patel. <br />
