October 4, 2010 (Work Session) Page 153 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, October 4, 2010 at 3:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Robert W. Carruth <br />Grace M. Mynatt <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Commissioner Privette arrived at 3:49 p.m. and was present for the <br />remainder of the meeting. <br />Call to Order <br />Chairman White called the meeting to order at 3:35 p.m. <br />Approval of Agenda <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the Agenda as presented. By the <br />same vote, the Board placed the following items on the October 18, 2010 <br />Agenda: <br />Recognitions and Presentations <br />• Human Resources - Recognition of Randy Daniels on His Retirement from <br />Cabarrus County <br />Old Business <br />• Elections - Discuss Selection Process for Architect and Building <br />Contractor - Tables from September <br />Consent Agenda <br />• Commerce - Harris Road Greenway Easement <br />• Commerce - Language Access Plan for CDBG Clients <br />• Commerce - Proclamation of Weatherization Day <br />• Commerce - 2010 -2011 HOME Project Ordinance and Related Budget <br />Amendment $172,898.00 <br />• Finance - Approval of the Amended Cannon Memorial Library Special <br />Revenue Project Ordinance and Related Budget Amendment - $50,000.00 <br />• Finance - Revision to On -going Projects Budget Amendment Approved on <br />September 20, 2010 and Additional Re- Appropriation Request for <br />Information Technology Services - $2,078,204.00 <br />• Register of Deeds - Refund of Excise Stamps - $260.00 <br />• Solid Waste - Amendment to Section 4.13, Electronics Management Plan, <br />Solid Waste Management Plan <br />• Tax Administration - Refund and Release Report - September 2010 <br />Appointments to Boards and Committees <br />• Appointment - Cabarrus County Tourism Authority <br />Reports <br />• Library - Annual State Report <br />• Request for Applications to County Boards /Committees <br />EDC - Economic Development Public Investor Agreement and Budget Amendment - <br />$50,000.00 <br />Chairman White reported he and Vice Chairman Poole met with EDC <br />(Economic Development Corporation) representatives (John Cox, Lynne Scott <br />Safrit and Scott Lampe) on September 21" to finalize the Economic Development <br />Public Investor Agreement between the County and the EDC. He anticipated the <br />EDC Board's approval of the Agreement prior to the Commission's October 18, <br />2010 meeting. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place Economic Development Public <br />Investor Agreement and Budget Amendment - $50,000.00 on the October 18, 2010 <br />Agenda as a New Business item. <br />
