October 4, 2010 (Work Session) Page 157 <br />Mr. Rose also reported the Social Services Board reviewed and supported <br />the proposed changes at their September 23, 2010 meeting and responded to <br />questions from the Board. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Mynatt and <br />unanimously carried, the Board voted to place the Local Work First Plan <br />Amendments on the October 18, 2010 Agenda as a Consent item. <br />Fire Marshal's Office - Adopt a Resolution Permitting Pyrotechnics Displays <br />Steve Langer, Fire Marshal, presented a resolution delegating authority <br />to the cities of Kannapolis, Concord and Harrisburg to permit pyrotechnics <br />displays within their corporate limits as authorized NCGS §14- 413(a)(1). The <br />unincorporated areas of Cabarrus County and the towns of Mt. Pleasant and <br />Midland will still be administered by county staff. Mr. Langer also <br />responded to questions from the Board. The County Attorney also commented on <br />the resolution. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place Adopt a Resolution <br />Permitting Pyrotechnics Displays on the October 18, 2010 Agenda as a Consent <br />item. <br />FPC - Food Policy Council Update, Local Food Purchasing Policy and 10 Percent <br />Campaign <br />Aaron Newton, Local Food System Program Coordinator, presented an <br />update on the recently created Food Policy Council (FPC) . He addressed the <br />following information: the FPC has elected Patricia Cramer as Chairman and <br />Chad VonCannon as Vice Chairman; staff has made recommendations for bylaws <br />and subcommittees and will be reviewed at the next FPC meeting on October <br />14 the FPC helped to design, create and staff a local food booth at the <br />Cabarrus County Fair; etc. He also reviewed the Community Food Assessment <br />(Phase I) which addressed the following information: Context and Goals; Food <br />System Components; Assessment Methodology; Production Characteristics; <br />Farming Population; Farm Size and Characteristics; Economic Opportunity; <br />Market Access; Natural Resources; and Next Steps; Phase 2 of the Community <br />Food Assessment will involve interviewing seventy -five to eighty percent of <br />relevant Cabarrus County citizens regarding key issues; a full report is <br />expected to be completed and presented to the Board by June 2011; the FPC <br />will be voting on a local food purchasing policy at its October 14 meeting <br />which includes a provision requiring all county catered events to have at <br />least 10 percent from food producers in North Carolina; etc. <br />Throughout the presentation, Mr. Newton and Debbie Bost, Cooperative <br />Extension Director, responded to a variety of questions from the Board. <br />Debbie Bost, Cooperative Extension Director, presented the following <br />information regarding the 10 Percent Campaign to promote local foods: a <br />kick -off for the 10 Percent Campaign was held at the Harrisburg Farmer's <br />Market in August; each county is required to have a designated coordinator <br />and she is the coordinator for Cabarrus County; 7 business /institutions and <br />98 individuals have signed up to participate in the campaign; required <br />information to participate electronically; a kickoff for county employees <br />will be held later in the week; etc. During the presentation, Ms. Bost and <br />Mr. Newton responded to variety of questions from the Board. <br />not a casual move. <br />Past due rent <br />Past due rent, with an eviction notice <br />or landlord statement. <br />Utility expenses (must have disconnect <br />Added: "Deposits, returned check <br />notice) <br />charges, and /or tampering fees will <br />not be included.
