October 18, 2010 (Regular Meeting) Page 171 <br />(F -12) Library - Piggyback Bid Awarded by Township of Springfield, NJ for <br />TLC Integrated Library System <br />The purchase of the TLC Integrated Library System for the Library is <br />included in the Fiscal Year 2011 budget. $100,000.00 of the funds for the <br />project have been awarded as an LSTA grant from the State Library of North <br />Carolina. It is recommended to piggyback the Township of Springfield, NJ bid <br />awarded in March 2010 to The Library Corporation (TLC), Inwood, WV, pursuant <br />to North Carolina G.S. 143 -129. <br />The advertisement was posted on the County's website <br />( www.cabarruscounty.us ) on September 24, 2010. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the aforementioned piggyback bid <br />award and authorized the County Manager to execute the contract between <br />Cabarrus County and TLC, subject to revision by the County Attorney. <br />(F -13) Library - Create New Positions for Smart Start Family Literacy Grant <br />Program <br />A grant of $65,000.00 was awarded to the Cabarrus County Public Library <br />from the Cabarrus Partnership for Children in order to create a Smart Start <br />Family Literacy Program. The program is designed to increase the frequency <br />with which parents engage in literacy activities with children, age birth to <br />five. The program will be conducted for parents in both English and Spanish. <br />The new positions requested are one full -time Family Literacy <br />Coordinator and one part -time (19 hours per week) Family Literacy Assistant. <br />These positions are completely funded by the Cabarrus Partnership for <br />Children grant and will end on or before June 30, 2011 unless the grant is <br />renewed by the Partnership. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the full -time Family Literacy <br />Coordinator and the part -time Family Literacy Assistant positions. <br />(F -14) Register of Deeds - Refund of Excise Stamps - $260.00 <br />Mary Elizabeth Stewart of Robert M. Critz PA recorded a General <br />Warranty Deed on August 5, 2010 in Cabarrus County with a $260.00 excise <br />stamp affixed. Due to the property being located in Rowan County, the excise <br />stamp should not have been paid to Cabarrus County. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole <br />and unanimously carried, the Board authorized a refund to Robert M. Critz, PA <br />in the amount of $260.00 in compliance with GS 105 - 228.37. <br />(F -15) Solid Waste - Amendment to Section 4.13, Electronics Management Plan, <br />Solid Waste Management Plan <br />Article 9 of Chapter 130A of the NC General Statutes has recently been <br />amended. This concerns discarded computer equipment and television <br />management. Included in this amendment is the creation of an Electronics <br />Management Fund, of which a portion is to be distributed annually to eligible <br />local governments to assist with their used electronic recycling management <br />plan. To be eligible for these funds, Cabarrus County is required to submit <br />an Electronics Recycling Plan as an amendment to the Cabarrus County 2009 <br />Ten -Year Comprehensive Solid Waste Management Plan (SWMP). The Electronic <br />Recycling Plan will include additional details of Cabarrus County's <br />electronic recycling program not already in the existing SWMP. The <br />resolution to adopt the existing SWMP was accepted and endorsed by the Board <br />of Commissioners on June 15, 2009. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the amendment to the Cabarrus <br />County 2009 Ten -Year Comprehensive Solid Waste Management Plan, Section 4.13, <br />Electronics Management Plan as follows: <br />Amendment to Cabarrus County Solid Waste Management Plan <br />4.13 Electronics Management Plan <br />4.13.1 Existing and Proposed Programs <br />
