<br />Danita Rickard, Kannapolis Board of Education Chairman, introduced Dr.
<br />Pamela Cain, new Superintendent of Kannapolis City Schools.
<br />Dr. Cain stated she is pleased to be in a community dedicated to
<br />education, looks forward to future partnerships and thanked the Board for
<br />welcoming her.
<br />(C -2) Human Resources - Recognition of Randy Daniels on His Re tirement from
<br />Cabarrus County
<br />On behalf of the Board, Commissioner Privette presented Randy Daniels
<br />with a plaque in recognition of his retirement and expressed appreciation for
<br />his 28 years of service and dedication to Cabarrus County.
<br />Jim Guess, Parks Commission Chairman, summarized Mr. Daniels' career
<br />with the Parks Department and community involvement.
<br />Mr. Daniels accepted the plaque and expressed appreciation.
<br />(D) INFORMAL PUBLIC COMNENTS
<br />Chairman White opened the meeting for Informal Public Comments at 6:45
<br />p.m. He stated each speaker would be limited to three minutes.
<br />Mary Sallaz, resident of 3762 Lake Spring Avenue in Concord, addressed
<br />the importance of the TNR (Trap, Neuter and Release) program, stating many of
<br />the kittens that end up in animal shelters are from feral cats. She
<br />concluded by stating educating the public about the TNR program is important
<br />in order for this program to be successful.
<br />Jessica Juba, resident of 2875 Eagle View Place in Concord, read the
<br />following statement:
<br />I just want to take a minute briefly and go back to address
<br />something you all have agreed to and that we brought up month
<br />after month, is that the kill rate in our county, 80 percent of
<br />the animals, is not acceptable. We all talked about it. We have
<br />given information to you all and you all voted to expand the
<br />Animal Protection and Preservation Advisory Committee which is
<br />great and we appreciate that and we have some great people on
<br />board to help make some changes here. But with that, the next
<br />step that we need and request you are going to get from us, is to
<br />vote on the adoption coordinator for the shelter. We are not
<br />asking you to do anything other than just say yes, we will vote
<br />on this position. Basically what we are asking for the adoption
<br />coordinator position to do and their primary responsibilities
<br />would be to be responsible for processing adoptions, transfer of
<br />animals to rescue groups and other shelters, assisting with the
<br />foster care program preparing animals for their spay
<br />appointments, they would be handling off -site adoptions and
<br />special events which we know now, our animal control does not
<br />have time to do because they are so tied up with law enforcement,
<br />they would also be preparing all the necessary paperwork
<br />interviewing potential adopters, processing adoptions, tracking
<br />animal post adoptions, assuring the animals are moving through
<br />the shelter, and providing information on general animal care.
<br />So, right now while we have the Humane Society which is doing the
<br />best job they can do given the limited resources they have, given
<br />the volunteers that they have, given the limited hours that they
<br />have, sixteen a week. We cannot expect the Humane Society to be
<br />our adoption coordinator. They are a volunteer organization.
<br />These people have full -time jobs. They have limited funds. So,
<br />what I am asking and many of us are asking, I am just speaking
<br />for several, is that you vote yes to this, that you find the
<br />money from somewhere within your budget or you approve to add it,
<br />a full -time position where somebody can dedicate focus on making
<br />these numbers improve. This is a key component to the success of
<br />what we need to have happen. And so, if we agree there is a
<br />problem, so let us work on a solution and let us do something
<br />about it. We have all been working together very well for the
<br />last few weeks. I will tell you that. We have been working
<br />closely with the Humane Society, we have been working with
<br />several rescue organizations and we just cannot count on the
<br />Humane Society, Cabarrus CARES, Cabarrus Pets Society, Kitty
<br />City, Kreitzer's, Help Save A Dog Network, JFB and many more. I
<br />know I am probably forgetting many that help out but we cannot
