(F) CONSENT AGENDA (F -1) Aging - Title V Additional Grant Funds to Establish (13) New Temporary Positions and Related Budget Amendment - $132,182.00 Title V funding is included in the State recurring budget and is anticipated to be available in FY2012 as well. The required local match (10 %) is met through in -kind expenses that are currently included in the Department of Aging FY'2011 budget and requires no additional County funds in order to accept these grant funds. This increase of $132,182.00 will fund thirteen (13) new temporary part -time positions and provide a 32 percent increase in Title V - SCSEP services for Cabarrus County. UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole and unanimously carried, the Board accepted the grant award, approved the establishment of thirteen (13) new temporary part -time Title V - SCSEP positions, approved the contract and authorized the County Manager to execute it on behalf of the Board. Supplemental funding provides for 13 temporary part -time positions for low income individuals who are 55 years of age or older. The City has completed preliminary routing and would like to proceed with the greenway. The easement has been reviewed and approved by the Board of Education. UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole and unanimously carried, the Board approved the Grant of Greenway Permanent Easement and Temporary Construction Easement (Parcel Pin No. 5548 -79 -3891) and authorized the County Attorney and Commission Chairman to execute the document. (F -3) Commerce - Language Access Plan for CDBG Clients Cabarrus County Department of Commerce will be required to have a Language Access Plan in order to participate in the 2010 CDBG Scattered Site Housing Program. This plan is similar to the plan in place at the Department of Social Services. Social Services has agreed to provide translators to Commerce if bilingual Commerce Staff are unavailable. UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole and unanimously carried, the Board adopted the Language Access Plan for CDBG clients as set forth in the agenda.
