October 18, 2010 (Regular Meeting) Page 164 <br />Cabarrus County has been administering the Weatherization program for <br />many years. The Weatherization program is receiving federal stimulus dollars <br />in order to weatherize many more homes than is traditionally funded. October <br />30 is National Weatherization Day. Staff is requesting that the Cabarrus <br />County Board of Commissioners declare October 30 as Weatherization in <br />Cabarrus County as well. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole <br />and unanimously carried, the Board adopted the following proclamation: <br />Proclamation No. 2010 -07 <br />Proclamation of Weatherization Day 2010 <br />Whereas, October is National Energy Awareness Month, and October 30 is <br />designated as National Weatherization Day; and <br />Whereas, the County of Cabarrus has a long standing commitment to <br />conserve its resources and to help low- income households through its <br />Weatherization Assistance Program; and <br />Whereas, the State of North Carolina has administered the <br />Weatherization Assistance Program since its inception in 1976, providing a <br />variety of state and federal resources through numerous community action <br />agencies, housing authorities and departments of local government that serve <br />people in every county in the state; and <br />Whereas, it is important to recognize the importance of those programs <br />that ensure that all residents, especially those living at or below the <br />federal poverty level, have the opportunity to live in energy efficient, <br />healthy, safe, and comfortable homes as provided for by the Weatherization <br />Assistance Program; <br />Now, Therefore, I, H. Jay White, Sr., Chairman of Cabarrus County Board <br />of Commissioners, do hereby proclaim October 30, 2010 as: <br />"Weatherization Day" <br />in the County of Cabarrus and I urge all citizens to join me in this <br />observance. <br />Signed this October 18, 2010 <br />/s/ H. Jay White, Sr. <br />Chairman of Board of Commissioners <br />(F -5) Commerce - Reservation of Capacity for Olive Woods Subdivision <br />The applicant is Wayne Cline, acting as POA for Emily R. Cline, 2300 <br />Sunset Road, Charlotte, NC 28216. The request is for 5 single family <br />residential units on +/- 25.17 acres located off Mt. Olive Road in <br />unincorporated Cabarrus County, North Carolina. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the Reservation of Capacity <br />Certificate for the Olive Woods subdivision for five (5) single- family <br />residential units on +/- 25.17 acres located off Mt. Olive Road in <br />unincorporated Cabarrus County and authorized the Cabarrus County Commerce <br />Director to execute the Certificate on behalf of Cabarrus County. <br />(F -6) Commerce - Sale of Property at Lake Howell <br />Cabarrus County purchased property from Everett and Helen Mesimer in <br />1986 for the purpose of creating Lake Howell and relocating Shimpock Road. <br />The offer to purchase included a provision that any unneeded land would be <br />sold back to the Mesimers at the original purchase price but limited that <br />resale to 10 years after the original purchase. It has been determined 1.31 <br />acres are not needed but it now requires the Commissioners approval of the <br />sale and price. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the sale of approximately 1.31 <br />acres from Cabarrus County to Kenneth R. Mesimer and to permit the County <br />Attorney and County Manager to complete the transaction. <br />
