These changes will allow for the Work First Emergency Program <br />policies to be consistent with all the other short term Energy and Emergency <br />services offered by the department. In addition, it will require clients to <br />participate in the financial counseling courses now offered by the department <br />in conjunction with North Carolina Cooperative Extension. Changes address <br />both change in definitions as well as procedural changes requiring certain <br />conditions and documentation.
