November 15, 2010 (Regular Meeting) Page 195 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, November 15, 2010, <br />at 6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Robert W. Carruth <br />Grace M. Mynatt <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Chairman White called the meeting to order at 6:30 p.m. <br />Air Force JROTC from Central Cabarrus High School conducted the Flag <br />Ceremony. Students participating in the ceremony were: Cadet Technical <br />Sergeant Jesse LaPrad, Cadet Major Cole Garde, Cadet Staff Sergeant Ryan <br />Ellis and Cadet Second Lieutenant Jesse Garza. <br />Pastor Neil Haynes from Cold Springs United Methodist Church delivered <br />the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the minutes of October 4, 2010 <br />(Work Session) and October 18, 2010 (Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following changes to the Agenda: <br />Addition - Recognitions and Presentations: <br />(C -2) Emergency Mgmt - Recognition of Steven Langer as the Recipient of the <br />2010 Vance Kee Award from the NC Emergency Management Association / <br />Previously Requested by Chairman White <br />Removal - New Business: <br />(G -2) Resolution Approving in Principle of Special Purpose Project for <br />Carolina USA Partners, LLC and the Financing Thereof With Recovery Zone <br />Facility Bonds in the Principal Amount of Up to $100,000,000 & Public <br />Hearing - 6:30 P.M. / Removal Requested by Applicant (Carolina USA <br />Partners, LLC) <br />Removal - Closed Session: <br />(L -1) Closed Session - A Closed Session to Discuss Threatened or Pending <br />Litigation as Authorized by N.C.G.S. 143- 318.11(a)(3) / Removal <br />Requested by County Attorney Richard M. Koch <br />Supplemental Information: <br />(G -3) Kannapolis - COPS (Certificates of Participation) Financing for NCRC <br />(North Carolina Research Campus) <br />• Draft Resolution <br />• Draft Interlocal Agreement <br />• Alternative Revenue Scenarios <br />• Nov. 11 Email from Julie Kiser - Cabarrus Health Alliance <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Cabarrus SWCD /Commerce - Recognize Grace Mynatt and Bob Ritchie <br />Bob Ritchie, Soil and Water Conservation District Chairman, presented a <br />plaque to Commissioner Grace Mynatt for her years of service on the Cabarrus <br />Soil and Water Conservation District. <br />Commissioner Mynatt accepted the plaque and stated the Soil and Water <br />Conservation District is a dedicated board and their work is important in <br />maintaining the county the way it is today. <br />
