December 6, 2010 (Work Session) <br />Page 226 <br />• Sheriff's Office - Approval of Bid from Hilbish Motor Company for Eight <br />(8) Ford Crown Victoria Police Interceptor Vehicles - $170,384.00 <br />• Tax Administration - Refund and Release Report - November 2010 <br />Appointments to Boards and Committees <br />• Appointments - Department of Aging Advisory Board <br />• Commerce - Planning and Zoning Commission Assignment Modifications and <br />Appointment <br />Reports <br />• Request for Applications to County Boards /Committees <br />Closed Session <br />• Closed Session - To Discuss Threatened or Pending Litigation <br />Closed Session <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Burrage <br />and unanimously carried, the Board moved to go into closed session to discuss <br />matters relating to the location or expansion of industries or other <br />businesses in the area served by the public body as authorized by N.C.G.S. <br />143- 318.11(a)(4). <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board came out of closed session at 6:39 p.m. <br />Return to Open Session <br />Chairman White reconvened the meeting at 6:43 p.m. <br />BOC - Discussion of Kannapolis COPS and Construction of New CHA Building <br />Commissioner Burrage expressed concern regarding funding for the <br />construction of the new Cabarrus Health Alliance (CHA) building. Having <br />recently toured the facility, he said it did not appear to be overcrowded. <br />Chairman White reviewed the County's financial commitment set forth in <br />the Intergovernmental Agreement with the City of Kannapolis. He clarified <br />that Kannapolis is the borrower and the COPs (Certificates of Participation) <br />will not affect the County's bond rating or debt capacity. <br />Further, Commissioner Burrage advised that he has received complaints <br />from residents regarding the facility's location near the Rowan County line. <br />He also expressed concern for future tax revenues, citing the Federal Reserve <br />Chairman's recent estimate that the national unemployment rate of 10 percent <br />is likely to continue for the next five years. <br />Commissioner Measmer advised the County will still be making a payment <br />for the County's portion of the COPs debt. He also reported having discussed <br />the matter with the Kannapolis City Manager and stated he would be <br />uncomfortable voting on this issue since it has already been approved by the <br />previous Board. <br />No action was taken. <br />Jail - Request for Additional Funding for Offsite Inmate Housing and Related <br />Budget Amendment - $975,000.00 <br />Pam Dubois, Deputy County Manager, presented the following information <br />related to a request for additional funding for offsite inmate housing: <br />On August 2, 2010, the Sheriff gave an update on the inmate <br />population in the Cabarrus County jail. He discussed the <br />population figures: overcrowding in the old jail; the female <br />inmate population; agreements with surrounding counties to house <br />inmates, including restrictions, price, and <br />distance /transportation of inmates to and from these facilities. <br />No action was taken as funding was still available. <br />The number of inmates and the number of billable days for inmates <br />has increased each month since July 2010. The County started out <br />in July with 73 inmates housed at other county jail facilities <br />and has increased each month. In October, the County had 179 <br />inmates housed at other counties.
