In the past, only <br />two blocks (9 beds) and 8 single cells were needed. Now, three <br />blocks (27 beds) and 8 single cells are required and some inmates <br />are still sleeping on the floor. <br />A higher than expected population at the jail has resulted in <br />transferring more inmates to other county jails for housing than <br />planned. The estimated cost of housing these additional inmates <br />in jails in other counties for the remainder of the fiscal year <br />is $975,000, which represents a savings of approximately $375,000 <br />over the other alternative, which is opening the new jail 1.5 <br />months earlier than planned. <br />A request is submitted for $975,000 of additional monies <br />appropriated from fund balance to cover the balance of offsite <br />inmate housing for the remainder of the fiscal year. These funds <br />will be restricted for this specific purpose and cannot be <br />transferred to cover other line item budgets. Any unused funds <br />will be returned to the fund balance line item at the end of the <br />fiscal year. <br />Further, she addressed the transfer of certain inmates (Department of <br />Corrections' inmates and juveniles) to other facilities as required by law. <br />She also reiterated that the additional funding can only be used for this <br />purpose and any unused monies will be returned to Fund Balance. <br />A general discussion ensued and the following issues were addressed: <br />the opening date for new jail facility; estimated costs to open the new jail <br />early; etc. <br />Paul Hunt, Chief Deputy, addressed the percentage of inmates that are <br />"pretrial" and those that belong to the State. He also responded to several <br />questions from the Board. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Burrage <br />and unanimously carried, the Board voted to place the request for additional <br />funding for offsite inmate housing and related budget amendment for <br />$975,000.00 on the December 20, 2010 Agenda as a Consent item. <br />Commerce - Harrisburg Area Land Use Plan Update and Public Hearing - 6:30 <br />P.M. <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information related to the Harrisburg Area Land Use Plan update: <br />The Harrisburg Area Plan Update project is complete. This <br />project started in July of 2009 and has taken approximately 18 <br />months to complete. The plan is intended to be co- adopted by the <br />Town of Harrisburg and Cabarrus County. <br />Direct mailings, email blasts, a project web site and a Facebook <br />page were all used as communication tools to encourage citizens <br />to attend meetings and to participate in the planning exercise. <br />Public participation during this process was outstanding. Over <br />150 people attended each working Community Meeting at the <br />Harrisburg Elementary School (3 meetings) and 120 people attended <br />the Open House at the Harrisburg Library to comment on the final <br />draft document and maps.
