December 6, 2010 (Work Session) <br />Page 228 <br />Throughout the course of the project, seven (7) joint meetings <br />were held with the HALUP Advisory Committee, Elected Officials <br />(Board of Commissioners, Town Council, School Board, Water and <br />Soil Conservation District), Appointed Officials (Planning and <br />Zoning Commissions, Watershed Improvement Commission), <br />LandDesign, Inc. and support staff from the County and the Town. <br />A joint meeting was held with the Planning and Zoning Commissions <br />from both jurisdictions on September 16, 2010 where the final <br />draft document was presented by LandDesign, Inc. staff. County <br />and Town staff were available to answer questions about the <br />proposed plan as well. The County Planning and Zoning Commission <br />voted that same night to forward the plan to the BOC for <br />consideration. The Harrisburg Planning and Zoning Commission <br />voted at their regular meeting on October 19, 2010 to forward the <br />plan to the Harrisburg Town Council. County and Town staff were <br />available at the Harrisburg Planning and Zoning Commission <br />meeting to answer questions. <br />The revised Harrisburg Area Land Use Plan is now ready for <br />consideration by the Board of Commissioners. The plan reflects <br />current trends in the planning area and recognizes opportunities <br />for future growth. It also provides a level of certainty to <br />citizens regarding densities and permitted land uses within the <br />planning area. Once adopted, this plan, representing the <br />community vision for the planning area, will be used as a guide <br />by Appointed and Elected Officials for decision making regarding <br />proposed land use and development. <br />Ms. Morris stated the availability of Meg Nealon, with LandDesign, <br />Inc., to respond to questions about the plan and requested a public hearing <br />be held on December 20. <br />Chairman White recognized Chad Baucom, Harrisburg Town Councilman, in <br />attendance. <br />Ms. Morris also responded to a variety questions from the Board. <br />Jonathan Marshall, Commerce Director, also responded to questions. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Measmer <br />and unanimously carried, the Board voted to place the Harrisburg Area Land <br />Use Plan Update on the December 20, 2010 Agenda as a New Business item and <br />scheduled a public hearing for 6:30 p.m. <br />Commerce - Interlocal Agreement (ILA) for Harrisburg Area Land Use Plan <br />Update <br />Susie Morris, Planning and Zoning Manger, advised the Interlocal <br />Agreement (ILA) for the Harrisburg Area Land Use Plan ( HALUP) will need to be <br />adopted first. This agreement delays utility extensions in the southeastern <br />quadrant of the land use planning area in the future. Area 2 is delayed for <br />a minimum of 3 years and Area 1 is delayed for a minimum of 5 years. The <br />Town of Harrisburg adopted the agreement on November 8th. The effective date <br />of the agreement is December 31, 2010 and the agreement will be recorded in <br />the office of the Register of Deeds. She further advised a public hearing is <br />not required and the ILA could be placed on the Consent Agenda. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board voted to place the Interlocal Agreement <br />for the Harrisburg Area Land Use Plan on the December 20, 2010 Agenda as a <br />Consent item. <br />County Manager - Update on Regional Emergency Radio System <br />Mike Downs, Deputy County Manager, presented the following information <br />related to a regional emergency radio system: <br />Approximately two years ago, the Board of Commissioners <br />established the goal and corresponding benchmarks of establishing <br />a consolidated 911 system. While this does not do that, we <br />(Concord, Kannapolis and the County) are at least working towards <br />shared equipment and all working with the same equipment in the <br />same system. Although several attempts were made to consolidate <br />into one (1) 911 center, three (3) centers will continue to <br />operate based on discussions with Concord and Kannapolis. Last <br />year, the Board approved the use of 911 funds to pay for <br />
