December 20, 2010 (Regular Meeting) Page 233 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, December 20, 2010, <br />at 6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />H. Jay White, Sr. <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Chairman White called the meeting to order at 6:30 p.m. and lead the <br />Pledge of Allegiance. <br />Chaplain Bernie Loos from the Cabarrus County Sheriff's Department <br />delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the minutes of November 1, 2010 <br />(Work Session) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following changes to the Agenda: <br />Addition - Recognitions and Presentations: <br />(G -4) County Manager - Council for Sustainable Local Economy - Budget <br />Amendment - $50,000.00 / John Day, County Manager <br />Supplemental Information: <br />(F -2) BOC - Resolution Establishing the Board of Commissioners' 2011 Meeting <br />Schedule <br />• FYI - The May 25 budget meeting may conflict with County Assembly <br />Day. NCACC will finalize its decision in the next couple of weeks. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Human Resources - Recognition of Kay Crawford on Her Retirement from <br />Cabarrus County <br />David Hampton, Emergency Medical Services (EMS) Director, recognized <br />Kay Crawford on her retirement from Cabarrus County. He acknowledged her <br />hard work, stating she has served under three EMS directors and expressed <br />sincere gratitude for her services. He also presented Ms. Crawford with a <br />plaque in honor of her 18 years of service. <br />(C -2) Human Resources - Recognition of Judy S. Moose on Her Retirement from <br />Cabarrus County <br />Debbie Farmer, Tax Collection Manager, recognized Judy Moose on her <br />retirement from Cabarrus County. She acknowledged her for 22 years at the <br />Tax Collection front counter and expressed sincere gratitude for her <br />services. She also presented Ms. Moose with a plaque. <br />(C -3) Human Resources - Recognition of Laura Davis on Her Retirement from <br />Cabarrus County <br />David Hampton, Emergency Medical Services (EMS) Director, recognized <br />Laura Davis regarding her retirement from Cabarrus County. He noted she was <br />the first female paramedic in Cabarrus County and is the first retiring <br />paramedic who spent all her time of service out in the field. He also <br />expressed sincere gratitude for her 29 years of service and presented her <br />with a plaque. <br />Commissioner Carruth noted among county employees, the EMT paramedic <br />job is probably the most physically demanding job of all county positions. <br />
