December 20, 2010 (Regular Meeting) Page 234 <br />(C -4) Human Resources - Recognition of Don Cummings on His Retirement from <br />Cabarrus County <br />Mike Downs, Deputy County Manager, recognized Don Cummings on his <br />retirement from Cabarrus County. He acknowledged him for his hard work and <br />expressed sincere gratitude for his services. <br />Commissioner Carruth presented Mr. Cummings with a plaque in honor of <br />his 11 years of service. <br />Mr. Cummings accepted the plaque and expressed appreciation. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman White opened the meeting for Informal Public Comments at 6:42 <br />p.m. He stated each speaker would be limited to three minutes. <br />Ric Starnes, resident of 47 Spring Street, SW in Concord, expressed <br />dissatisfaction with the additional funding requested for offsite inmate <br />housing since there is a new jail across the street without staff to run it. <br />He stated it is a travesty and asked who is responsible. <br />Price Crutchfield, resident of 592 Love Street in Concord, stated some <br />members of the Concord Police Department are disrespecting the Flag and our <br />troops by lying under oath in our courts. He stated there are child <br />molesters and sex offenders working in the Concord police department. He <br />reported being arrested for calling the police child molesters and stated the <br />police should be held accountable like everybody else. <br />With there being no one else to address the Board, Chairman White <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />(E -1) APPAC - Resolution Pertaining to Future of Animal Shelter in Cabarrus <br />County <br />Commissioner Carruth stated the December 13, 2010 meeting of the Animal <br />Protection and Prevention Advisory Committee ( APPAC) was canceled. He <br />advised the committee needs to review the resolution again before it is <br />presented to the Board. He requested the resolution be placed on the January <br />regular Agenda as well as the Board Retreat Agenda for discussion.
