Jay White, Sr., Chairman <br />ATTEST: <br />/s/ Kay Honeycutt <br />Clerk to the Board <br />(F -4) Commerce - Interlocal Agreement (ILA) for Harrisburg Area Land Use <br />Plan Update <br />An Inter -Local Agreement has been negotiated between Cabarrus County <br />and the Town of Harrisburg in relation to the Harrisburg Area Land Use Plan <br />Update. This agreement delays utility extensions in the south eastern <br />quadrant of the land use planning area in the future. Area 2 is delayed for <br />a minimum of 3 years and Area 1 is delayed for a minimum of 5 years. The <br />Town of Harrisburg adopted the agreement on November 8th. The effective date <br />of the agreement is December 31, 2010. The agreement will be recorded in the <br />office of the Register of Deeds. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the Interlocal Agreement between <br />the Town of Harrisburg and Cabarrus County for the Harrisburg Area Land Use <br />Plan Update as presented. <br />(F -5) County Manager - Regional Emergency Radio System - MOU <br />At the work session, Mike Downs, Deputy County Manager, will provide an <br />update on the status of our current emergency radio system. In addition, a <br />report will be provided describing the possibility of participating in the <br />Regional Emergency Radio System that is currently housed and maintained in <br />Charlotte /Mecklenburg. Grant funds of approximately $975,000.00 for system <br />improvements are available from the Charlotte /Mecklenburg which will result <br />in the extension of the life expectancy of the system should Cabarrus County, <br />Concord, and Kannapolis choose to participate. To qualify for the grant <br />funds, Cabarrus County, Concord and Kannapolis must acknowledge that we are <br />committing to join the regional system by December 31, 2010. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the Memorandum of Understanding <br />(MOU) for the UASI Grant and Regional Radio Interlocal Agreement and <br />authorized the County Manager to execute the MOU on behalf of the Board. <br />(F -6) Emergency Management - Cabarrus County Hazard Mitigation Plan - Set <br />Public Hearing for January 18, 2011 - 6:30 P.M. <br />The Cabarrus County Hazard Mitigation Plan was produced through the <br />joint efforts of the Cabarrus County Emergency Management Department, <br />Commerce Department, with the assistance of the town governments of Mount <br />Pleasant, Harrisburg, and Midland. This plan is an update of the current <br />Hazard Mitigation Plan. The plan is required to make the county eligible for <br />federal and state public assistance funds in the event of an emergency <br />situation. The Hazard Mitigation Plan includes the efforts of the <br />municipalities of Mount Pleasant, Harrisburg, and Midland as well. These <br />areas are subject to the same hazards as the remainder of the county. While <br />the county provides emergency management to these municipalities, their <br />contributions to the planning and mitigation efforts are an essential part of <br />the county plan. These efforts will be integrated with the county plan to <br />ensure a comprehensive approach to hazard mitigation. The basic plan <br />outlines activities that can be implemented to reduce or eliminate exposure <br />to natural hazards. This plan identifies and analyzes all natural hazards <br />that could impact Cabarrus County. The annexes to the plan cover hazard <br />identification and analysis; an assessment of the County's vulnerability to <br />natural hazards; an assessment of the County's capability to address natural <br />hazards; and an evaluation of current County policies and ordinances that <br />influence hazard mitigation planning. A public hearing is required and due <br />to notice requirements, it should be held in January. The next step will be <br />to adopt the 2010 Hazard Mitigation Plan by resolution. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board scheduled a public hearing for the <br />Cabarrus County Hazard Mitigation Plan on January 18, 2011 at 6:30 p.m. <br />(F -7) Finance - Budget Amendments (Renovation of the Cannon Memorial Library <br />Project) - $753,910.30 and $779,013.00 <br />The following budget amendments transfer funds from the Cannon Memorial <br />Library Trust Fund to the General Fund to pay for renovations to the Cannon <br />
