January 20, 2009 (Regular Meeting) Page 1151 <br />life we want to see here; and a lot of it comes back to the question of food <br />and if we can resource that locally as much as possible. <br />Chairman White thanked Mr. Testerman for his comments and asked if <br />anyone else would like to speak in favor of the rezoning. <br />Ian Prince, resident of 9750 Yellow Poplar Lane in Concord, said he <br />wants to make a couple of quick points, as support for this proposal is <br />wrapped up. He said he represents 2, 975 property owners who are either in <br />support or relatively neutral about this plan and that there are 25 property <br />owners in attendance that are probably wound-up a little bit, and he <br />understands that. He said this is a broad stroke rezoning and he guarantees <br />100 percent, there will be pieces of this rezoning that are rezoned <br />inappropriately by the time you get done. However, he said it will probably <br />be less than one percent. He said any day he can satisfy 99 percent of the <br />people at work, he has had a really, really good day. He recommended the <br />Board look at the plan in its totality and the affect it will have on the <br />work the County and City has done in the past two years in trying to get this <br />agreement in place so that there are controls over the growth within the <br />county and we do not have what everybody else fears. <br />Chairman White thanked Mr. Prince for his comments and asked if there <br />is anybody else to speak in favor of the rezoning. Seeing none, he said <br />there is one letter to be read into the record. The letter is as follows: <br />January 15, 2009 <br />Dear Commissioners White, Mynatt, Carruth, Poole and Privette, <br />My name is Donald Nesbit. I live at 1095 Cold Springs Road, <br />Concord, in the Central Land Planning Area. I attended the <br />planning meetings at the Arena and the Government Center, the <br />Board of Commissioner meeting in August, and both of the Zoning <br />meetings in September and November. I am writing in response to <br />comments made in the December 16t" article "Final Decision on <br />Land-Use Plan Falls to Commissioners" in the Independent-Tribune. <br />I strongly disagree with Mr. Griffin when he said that the zoning <br />in place now is adequate to control growth. Currently, <br />developers can build up to four houses per acre. I do not think <br />that is control. <br />Yes, there was a group of over one hundred residents at the <br />zoning meeting that were opposed to the rezoning. Please keep in <br />mind that there were several hundred residents at the planning <br />meetings that voted in favor of this rezoning. It was stated at <br />the Zoning meeting that this rezoning affects over 25,000 <br />residents and that there is no way to please everyone. As was <br />stated in the newspaper, the citizens of this area have spoken <br />loud and clear as to what they want. <br />It was also noted at the Zoning meeting that there has been a lot <br />of money and time spent on this study. <br />An outside consulting firm was hired to complete a study - <br />including significant input from residents - and develop a <br />regional plan for this area. It seems like a waste of taxpayers' <br />money to pay for all that work and then vote down the resulting <br />plan. <br />You, the Board of Commissioners, have already voted to approve <br />this Land-Use Plan once. I am asking you to please vote with the <br />majority of the residents in this area and again approve the <br />rezoning to Agricultural Open Space. <br />Thank you for your time and help on this matter, <br />Donald Nesbit <br />Chairman White asked if there is anyone else that would like to speak <br />in favor of the rezoning. He also announced that at this time the Board will <br />receive comments from anyone that had not already spoken and has a different <br />opinion or viewpoint.
