He said <br />they are talking about replacing that bridge in six weeks which will likely <br />have to be done every 25 years. Next, he showed a snow-covered picture of <br />Miami Church Road taken this date and compared it to a previous picture of <br />the A. T. Allen school site where the roads are clear. He said Miami Church <br />Road is not a road be traveling to school on. Further, he displayed a <br />picture of the intersection of Highway 99 and Highway 601 and noted the <br />following problems: emergency vehicles from A. T. Allen Fire Department <br />trying to get to the school and the running of water and sewer lines to the <br />school site. He said his family owns property there and the County plans to <br />take 50 feet of right-of-way to run the water and sewer lines to the school, <br />but his family is not allowed to connect to the utility lines and the zoning <br />is agriculture. He said this does not make sense and he is confused. He <br />commented on the use of smoke and mirrors and showing two different sides. <br />He asked if the County is going to have it their way if it is good for them. <br />He said if you have already sold out and developed, you have it good. He <br />said you already have your money and ran. He also commented on the payment <br />of property taxes in the AO district and reiterated he is confused by the <br />whole thing. <br />Chairman White thanked Mr. Furr for his comments. He asked if there is <br />anyone that would like to make a rebuttal to come forward at this time. <br />Seeing none, he said the Board will move on to specific properties. He <br />announced the "yellow speaker's cards" will be used to make sure everyone is <br />heard and that each speaker will have 3 minutes. Starting in alphabetical <br />order, he called on Sam Davis. <br />Sam Davis, resident of 496 Winfield Boulevard in Concord, stated he is <br />appearing tonight on behalf of Davisco, Inc., and three other land owners <br />that own property on the south side of Highway 49, directly across from the <br />Cabarrus Arena & Events Center as shown on the map. He identified the two <br />other property owners as being the Troutman's and Mitchell Hartsell. He said <br />his property is located directly across from the intersection of Old Airport <br />Road and Highway 99 and the Troutman property and Hartsell property is <br />located at the intersection of Highway 99 and Cold Springs Road, which is the <br />signaled intersection. He said they have agreed to work out a joint <br />transportation plan that would allow through traffic from Highway 99 at the <br />Old Airport Road intersection through to Cold Springs Road to provide access <br />through the signaled intersection. He announced he is here as a neighbor and <br />fellow land owner with Cabarrus County which owns the Arena. In this <br />particular case, he said Cabarrus County is adversely affected by the <br />particular down zoning. He said their properties are presently zoned OI and <br />LDR; and they all have been rezoned to CR, Countryside Residential. He said <br />it is no secret that the Arena has advertised that it would like to have a <br />hotel, restaurants and other infrastructure in its vicinity that would <br />support it and make it more attractive to users to bring in more revenue for <br />the County. He said that is not going to happen until there are <br />residences/rooftops to support the kind of supporting services, restaurants, <br />retail, hotels that are necessary. Under this zoning, he said we are not <br />opposed to the Land Use Plan, but the Land Use Plan does not compel our <br />property to be rezoned to CR. In fact, he said if you look at the <br />description of CR in the zoning, it does not fit our property--it is on a <br />four-lane road and a signaled intersection. He said it is not rural in <br />character and it does not meet the general characteristics. He said taking <br />our property to CR, is going in the wrong direction. He said we understand <br />that there are limitations on sewer and water; but, it should not send a <br />signal that there is a impenetrable line at Highway 99. In closing, he said <br />smart growth and development would require that this property remain where it <br />is and recognize that your interest, the taxpayers interest and our interest <br />for one and there are other properties who would be similarly affected by <br />over broad rezoning or down zoning. <br />Chairman White thanked Mr. Davis for his comments and called Ned Hudson <br />to come forward. From his seat in the audience, Mr. Hudson announced that he <br />is in favor of what has already been said and does not wish to address the <br />Board. <br />Bryan Huneycutt, of 302 Valhalla Drive in Harrisburg, said he owns <br />parcels located at 9909 and 9921 Stough Road which are currently zoned <br />General Industrial. As part of his five-year plan, he said he continues to <br />grow his plumbing business, which is Speedway Plumbing, and he currently <br />employs over 100 employees in Cabarrus County. He said he understands from <br />coming to the Governmental Center the other day that he does not comply with <br />Light Industrial zoning and it will affect him overall. He said he has a <br />large amount of materials stored outside including: pipe, pumps, basins, and <br />
