January 20, 2009 (Regular Meeting) Page 1214 <br />Further, John Lewis, who serves in the Juvenile Defense Attorney <br />position, has indicated a willingness to serve another term. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board appointed Edie Moss to the JCPC to <br />complete an unexpired term ending June 30, 2010 to fill an at-large position; <br />appointed Fantasia Piedra to complete an unexpired term ending September 30, <br />2009 to fill a student under 16 position; and reappointed John Lewis <br />(Juvenile Defense Attorney position) for a two-year term ending November 30, <br />2010. <br />(H-5) Appointments - Nuraing Home Community Advieorv Committee <br />An application to serve on the Nursing Home Community Advisory <br />Committee has been received from Ms. Peggy Yost. Currently, there are nine <br />vacant positions on this committee despite numerous outreach efforts. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board appointed Peggy Yost to the Nursing Home <br />Community Advisory Committee for a one-year term ending January 31, 2010. <br />(H-6) Appointments -Watershed Improvement Commission <br />The Watershed Improvement Commission (WIC), a three member board, has <br />had a vacant position for nearly a year. During this time, only one <br />application from Armistead Eugene Divine was received despite numerous <br />outreach efforts. Mr. Divine currently serves on the Cabarrus Planning and <br />Zoning Commission as an alternate with a term that expires August 31, 2011. <br />To appoint Mr. Divine to the WIC will require an exception to the Appointment <br />Policy to address the "service on multiple boards' provision. As indicated <br />in the accompanying documentation, the WIC fully recommends the appointment <br />of Mr. Divine and the Todd Berg, Chair of the Cabarrus Planning and Zoning <br />Commission, has been asked to weigh-in on the matter. Any feedback will be <br />provided to the Board as soon as it is received. Note: The following <br />feedback from Todd Berg was received: "While I think Gene Divine is well <br />qualified for the WIC position, I would defer comment to the County <br />Commissioners since it is there policy that would prohibit appointment to a <br />second commission." <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board granted an exception to the Appointment <br />Policy (service on multiple boards provision) and appointed Armistead Eugene <br />Divine to the Watershed Improvement Commission to complete an unexpired term <br />ending February 15, 2009 and for a subsequent six-year term ending February <br />15, 2015. <br />_(I) REPORTS <br />_(I-1) Request for Applications for County Boards/Committees <br />Chairman White stated the County has a need for volunteers to serve on <br />the following committees: <br />• Adult Care Home Community Advisory Committee <br />• Agriculture Advisory Board <br />• Animal Preservation and Protection Advisory Committee <br />• Board of Equalization and Review <br />• Cabarrus Planning and Zoning Commission <br />• Concord Planning and Zoning Commission <br />• Criminal Justice Partnership Advisory Board <br />• Department of Aging Advisory Board <br />• Home and Community Care Block Grant Advisory Committee <br />• Industrial Facilities and Pollution Control Financing Authority <br />• Juvenile Crime Prevention Council <br />• Nursing Home Community Advisory Committee <br />• Parks Commission <br />• Region F Aging Advisory Committee <br />• Watershed Improvement Commission <br />Chairman White urged citizens to go to the County's website to review <br />the list of committees. <br />GENERAL COMMENT9HY HOARD MEMBERS <br />
