UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board appointed Edie Moss to the JCPC to complete an unexpired term ending June 30, 2010 to fill an at-large position; appointed Fantasia Piedra to complete an unexpired term ending September 30, 2009 to fill a student under 16 position; and reappointed John Lewis (Juvenile Defense Attorney position) for a two-year term ending November 30, 2010. (H-5) Appointments - Nuraing Home Community Advieorv Committee An application to serve on the Nursing Home Community Advisory Committee has been received from Ms. Peggy Yost. Currently, there are nine vacant positions on this committee despite numerous outreach efforts. UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette and unanimously carried, the Board appointed Peggy Yost to the Nursing Home Community Advisory Committee for a one-year term ending January 31, 2010. (H-6) Appointments -Watershed Improvement Commission The Watershed Improvement Commission (WIC), a three member board, has had a vacant position for nearly a year. During this time, only one application from Armistead Eugene Divine was received despite numerous outreach efforts. Mr. Divine currently serves on the Cabarrus Planning and Zoning Commission as an alternate with a term that expires August 31, 2011. To appoint Mr. Divine to the WIC will require an exception to the Appointment Policy to address the "service on multiple boards' provision. As indicated in the accompanying documentation, the WIC fully recommends the appointment of Mr. Divine and the Todd Berg, Chair of the Cabarrus Planning and Zoning Commission, has been asked to weigh-in on the matter. Any feedback will be provided to the Board as soon as it is received. Note: The following feedback from Todd Berg was received: "While I think Gene Divine is well qualified for the WIC position, I would defer comment to the County Commissioners since it is there policy that would prohibit appointment to a second commission." UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board granted an exception to the Appointment Policy (service on multiple boards provision) and appointed Armistead Eugene Divine to the Watershed Improvement Commission to complete an unexpired term ending February 15, 2009 and for a subsequent six-year term ending February 15, 2015. _(I) REPORTS _(I-1) Request for Applications for County Boards/Committees Chairman White stated the County has a need for volunteers to serve on the following committees: • Adult Care Home Community Advisory Committee • Agriculture Advisory Board • Animal Preservation and Protection Advisory Committee • Board of Equalization and Review • Cabarrus Planning and Zoning Commission • Concord Planning and Zoning Commission • Criminal Justice Partnership Advisory Board • Department of Aging Advisory Board • Home and Community Care Block Grant Advisory Committee • Industrial Facilities and Pollution Control Financing Authority • Juvenile Crime Prevention Council • Nursing Home Community Advisory Committee • Parks Commission • Region F Aging Advisory Committee • Watershed Improvement Commission Chairman White urged citizens to go to the County's website to review the list of committees.
