<br />The Board of Commissioners for the County of Cabarrus met for an
<br />Agenda Work Session at the Cabarrus Arena and Events Center in Concord, North
<br />Carolina on Monday, February 2, 2009, at 3:30 p.m.
<br />Present - Chairman: H. Jay White, Sr.
<br />Vice Chairman: Grace M. Mynatt
<br />Commissioners: Robert W. Carruth

<br />Commissioner Privette was not present for the beginning of the meeting
<br />Also present were John Day, County Manager; Richard M. Koch, County
<br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County
<br />Manager; Kay Honeycutt, Clerk to the Board and Lyndsay Hayes, Deputy Clerk to
<br />the Board.
<br />Call to Order
<br />Chairman White called the meeting to order at 3:92 p.m.
<br />CVB - Presentation of 2nd Quarter 2008 Financial Statements
<br />DeSales Wagster, Director of the Convention and VisitorsBureau (CVB),
<br />presented the quarterly financial report from the Cabarrus County Tourism
<br />Authority. She reported the following information: Cabarrus County saw a
<br />decrease of only 2.98 percent in business, which was much lower than what was
<br />seen by the state; the County's average daily hotel rate continues to hold at
<br />a higher level than state levels; market steadiness can be attributed to an
<br />increase of 50 percent in amateur sports bookings during this quarter; an
<br />owner's conference was held in October for local hoteliers, at which many
<br />hoteliers expressed support for more sports facilities and for pursuing the
<br />amateur sports market; etc. Ms. Wagster briefly reviewed a Second Quarter
<br />Executive Summary which had been provided to the Board, which included
<br />information regarding the Tourism Authority's research, 2009-2010 marketing
<br />plan, military marketing campaign, media and public relations, advertising,
<br />and tourism collaterals. She also reviewed the Tourism Authority's partner
<br />relationships and reported that staff had attended many trade shows and site
<br />visits.
<br />John Mills, Cabarrus County Convention and Visitors Bureau (CVB)
<br />Director of Finance and Administration, presented the CVB'S Budgeted
<br />Statement of Revenues and Expenditures for the three months ending December
<br />31, 2008 as follows:
<br />Year to Date Revenues: $1,010,964.00
<br />Year to Date Expenditures: $1,187,328.00
<br />Revenues over Expenditures: ($176,374.00)
<br />He also reviewed the CVB's Balance Sheet as of December 31, 2008 as
<br />follows:
<br />Total Current Assets: $682,014.32
<br />Total Current Liabilities: $9,002.17
<br />Total Capital: $678,012.15
<br />He addressed the following items: total revenues for the quarter
<br />ending December 31, 2008 were down $139,208.00; salary and wage expense was
<br />down $57,206.00; total marketing activities were under budget $66,866.00;
<br />total expenditures for the quarter were down $124,995.00; revenues over
<br />expenditures were $9,713.00 under budget; and the year-to-date budget is
<br />ahead by $16,100.00. He stated as of December 31, 2008, all tourism funds
<br />held by the County have been transferred to the Tourism Authority. He
<br />reported the Tourism Authority's current assets total $682,014.32 and the
<br />fund balance is $854,373.00.
<br />Note: Commissioner Privette arrived at 3:50 p.m. and was present for
<br />the remainder of the meeting.
<br />Ms. Wagster responded to questions from the Board, with the following
<br />items being addressed: marketing efforts for hotels and tourism within the
<br />County; contributions to the Cabarrus Arena and Events Center; e-marketing
<br />and web page information; the military market; other tourism boards; etc.
<br />Terry Crawford, Tourism Authority Chair, gave a brief summary of the
<br />reports presented to the Board. He also responded to general questions.
