<br />Following comments from Commissioner Carruth related to rock and the
<br />construction of the new government complex near the Bus Garage, Chairman
<br />White encouraged the Board to compile any further questions regarding this
<br />item and provide them to Kelly Kluttz before the next meeting.
<br />Susie Morris, Planning and Zoning Manager, presented information
<br />related to the Adequate Public Facilities Voluntary Mitigation Payment
<br />Adjustment for 2009. She stated that Chris Ferris from the Tax Assessor's
<br />Office is present to answer any questions the Board may have on property
<br />appraisals.

<br />Chairman White stated the importance of keeping historical reference in
<br />regard to any mitigation payments. He stated if the VMP amount needs to be
<br />adjusted, it should be amended using the percentage; etc.
<br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth
<br />and unanimously carried, the Board voted to place the Adequate Public
<br />Facilities Voluntary Mitigation Payment Adjustment for 2009 on the February
<br />16, 2009 Agenda as a New Business item.
<br />Commerce De artment - Amendment to 2007-2008 and 2008-2009 HOME Programs
<br />Kelly Sifford, Community Development Manager, presented a request for
<br />an amendment to the 2007-2008 and 2008-2009 HOME Programs. She reported a
<br />current project will go over two years' funding; the project will technically
<br />be considered as new construction because the foundation has to be relocated
<br />to a new area; and the Board's approval is required. In response to
<br />questions from the Board, she noted a public hearing is not required.
<br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Mynatt
<br />and unanimously carried, the Board voted to place the Amendment to 2007-2008
<br />and 2008-2009 HOME Programs on the February 16, 2009 Agenda as a Consent
<br />item.

<br />Susan Fearrington, Assistant Finance Director, presented information
<br />related to a request from Cabarrus County Schools (CCS) for the Cabarrus
<br />County Public School Building Capital Fund Transfer. She stated the
