Commissioner Poole <br />seconded the motion. <br />Commissioner Carruth proposed an amendment to the motion that in <br />addition, the Board entertain the possibility of a long-term lease of the <br />facility, with the lease agreement to include a provision absolving the <br />County from all liability associated with the property. <br />Chairman White stated in his opinion the original motion does not <br />preclude the County from entertaining an option to lease the property. <br />Ms. Kitts briefly explained the instructions Midland received on <br />meeting with Commissioners this year. <br />The MOTION carried with Chairman White, Vice Chairman Mynatt and <br />Commissioners Poole and Privette voting for and Commissioner Carruth voting <br />against. <br />- School Cona <br />Holly Blackwelder, Cabarrus County School Board Chairman, presented <br />copies of the 15-Year Facility Plan which contains the current and existing <br />school capacities; enrollment numbers and projections; and school <br />construction projects and their timeframes. She reported that Dr. Barry <br />Shepherd, Cabarrus County Schools Superintendent, will address questions <br />posed by the Board at their February Agenda Work Session. <br />Dr. Barry Shepherd, Cabarrus County School Superintendent, responded to <br />questions posed by Chairman White at the Agenda Work Session. He reported <br />this budget amendment is to transfer funds and no new funds are being <br />requested. He addressed the following issues: the need for Nextel boosters <br />at several elementary schools to address safety concerns; athletic amenities <br />needed at Odell Elementary School; the need for additional bleachers at <br />Hickory Ridge High School to host playoff games; the request for these funds <br />are in line with the school construction expectations; etc. <br />Dr. Shepherd then reviewed a timeline for the Bus Garage facility as <br />follows: in the summer of 2006, discussion began related to the construction <br />of a new bus garage facility; advertising began for the feasibility study on <br />August 30, 2006; Requests for Qualifications (RFQ) were released for the Bus <br />Facility feasibility study in September 2006; in October 2006, architect <br />presentations were received and funding was confirmed soon after to be split <br />between the two following fiscal years; on November 12, 2006, an architect <br />and engineering contract was executed, at which time, nine months was <br />allotted for design; in January 2007, a redesign was completed because of a <br />need to relocate detention basins due to the presence of rock in the soil; in <br />February 2007, feedback from staff was received regarding various garage <br />scenarios; in March2007, preliminary garage layouts were discussed with <br />staff and the architect; also in March, site plans of the garage facing a <br />different direction were discussed; in April 2007, the City began reviewing <br />the reorientation of the garage due to proposed road and realignment of Union <br />Cemetery Road; on January 10, 2008, the County approved deleted a high hazard <br />dam for the project which was related to the old fairgrounds; on April 29, <br />2008, the project went to bid and further value engineering was completed in <br />May; and in June, the Board of Education awarded the contract and Notice to <br />Proceed was issued on July 10, 2008. <br />Following the review, Dr. Shepherd addressed the need for preferred <br />vendors on the project and reviewed a breakdown of the change order for curb <br />and guttering at thebus garage. He reviewed the following: $82,522.00 for <br />site modifications; $42,789.00 for water line relocations; $119,916.00 for <br />detention basins modifications; and $187,710.00 for improvements to Union <br />Cemetery Road. He reported when the project went to bid, there was a need to <br />complete the project; issues related to Union Cemetery Road were discovered <br />after the project went to bid, thus creating additional expenses; other <br />
