February 16, 2009 (Regular Meeting) <br />Page 1241 <br />BE IT ORDAINED, by the Board of County Commissioners of the <br />County of Cabarrus, North Carolina that, pursuant to Section 13.2 <br />of Chapter 159 of the General Statutes of North Carolina, the <br />following capital project ordinance is hereby adopted: <br />Section 1. The project authorized is for Capital Projects <br />conducted by the County and the construction and renovations of <br />Public Schools as referenced in Section 3. <br />Section 2. The officers of this unit are hereby directed <br />to proceed with this capital project within the terms contained <br />in this project ordinance. <br />Section 3. The following budgeted amounts are appropriated <br />for the current projects as adopted in the 2009 Capital <br />Improvement Plan: <br />Hickory Ridge Middle School $ 1,513,500 <br />Charles E. Boqer Elem 10,000 <br />Carl A. Eurr Elem 2,108,000 <br />Lower Rocky River Elem 2,396,500 <br />Mt. Pleasant Middle School 53,685 <br />School Directed Expenses 203,315 <br />Frank Liske Park Improvements 592,801 <br />Frank Liske Park Soccer Complex 1,717,679 <br />North Cabarrus Park 1,120,356 <br />Camp Spencer 831,769 <br />Phar Mill Road Park LWCF 551,100 <br />PARTF - Phar Mill 550,005 <br />North Cabarrus Park Phase III 649,178 <br />Ode11 Youth Athletic Facilities 2,693,032 <br />Emergency Management 2,787,119 <br />Clark Creek 35,000 <br />Farmland Preservation 150,000 <br />Total $ 17,663,039 <br />Section 4. The following revenues are anticipated to be <br />available to complete this project: <br />Contribution - General Fund 6,332,985 <br />Contribution - Capital Reserve Fund 9,746,282 <br />Contribution - City of Concord 300,000 <br />Contribution - City of Kannapolis 150,000 <br />State & Federal Grants 1,032,772 <br />Contributions & Private Donations 301,500 <br />Total $ 17,863,039 <br />Section 5. The Finance Officer is hereby directed to <br />maintain within the Capital Project Fund sufficient detailed <br />accounting records to satisfy the terms of future debt financing <br />resolution. <br />Section 6. Funds may be advanced from the General Fund for <br />the purpose of making payments as due. Reimbursement requests <br />should be madeto the grantor agencies in an orderly and timely <br />manner. <br />Section 7. The Finance Officer is directed to report, at <br />the request of the Board, on the financial status of each project <br />element in Section 3 and on the total revenues received or <br />claimed. <br />Section 8. Copies of this capital project ordinance shall <br />be furnished to the Clerk to the Governing Board, and to the <br />Budget Officer and the Finance Officer for direction in carrying <br />out this project. <br />Section 9. At the completion of each individual project, <br />all unrestricted excess funds are transferred to the Capital <br />Reserve Fund and the Capital Project Ordinance is closed. <br />Section 10.
