February 16, 2009 (Regular Meeting) Page 1241 BE IT ORDAINED, by the Board of County Commissioners of the County of Cabarrus, North Carolina that, pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital project ordinance is hereby adopted: Section 1. The project authorized is for Capital Projects conducted by the County and the construction and renovations of Public Schools as referenced in Section 3. Section 2. The officers of this unit are hereby directed to proceed with this capital project within the terms contained in this project ordinance. Section 3. The following budgeted amounts are appropriated for the current projects as adopted in the 2009 Capital Improvement Plan: Hickory Ridge Middle School $ 1,513,500 Charles E. Boqer Elem 10,000 Carl A. Eurr Elem 2,108,000 Lower Rocky River Elem 2,396,500 Mt. Pleasant Middle School 53,685 School Directed Expenses 203,315 Frank Liske Park Improvements 592,801 Frank Liske Park Soccer Complex 1,717,679 North Cabarrus Park 1,120,356 Camp Spencer 831,769 Phar Mill Road Park LWCF 551,100 PARTF - Phar Mill 550,005 North Cabarrus Park Phase III 649,178 Ode11 Youth Athletic Facilities 2,693,032 Emergency Management 2,787,119 Clark Creek 35,000 Farmland Preservation 150,000 Total $ 17,663,039 Section 4. The following revenues are anticipated to be available to complete this project: Contribution - General Fund 6,332,985 Contribution - Capital Reserve Fund 9,746,282 Contribution - City of Concord 300,000 Contribution - City of Kannapolis 150,000 State & Federal Grants 1,032,772 Contributions & Private Donations 301,500 Total $ 17,863,039 Section 5. The Finance Officer is hereby directed to maintain within the Capital Project Fund sufficient detailed accounting records to satisfy the terms of future debt financing resolution. Section 6. Funds may be advanced from the General Fund for the purpose of making payments as due. Reimbursement requests should be madeto the grantor agencies in an orderly and timely manner. Section 7. The Finance Officer is directed to report, at the request of the Board, on the financial status of each project element in Section 3 and on the total revenues received or claimed. Section 8. Copies of this capital project ordinance shall be furnished to the Clerk to the Governing Board, and to the Budget Officer and the Finance Officer for direction in carrying out this project. Section 9. At the completion of each individual project, all unrestricted excess funds are transferred to the Capital Reserve Fund and the Capital Project Ordinance is closed. Section 10.
