The Manager may transfer amounts between objects of <br />expenditures and revenues within a function without <br />limitation. <br />a. The Manager may transfer amounts up to $100,000 between <br />functions of the same ordinance. <br />b. The Manager may transfer amounts between contingency <br />funds which are set aside for a specific project for <br />budgetary shortfalls or upon the appropriate approval of <br />a change order. <br />c. Upon notification of funding increases or decreases from <br />state, federal, or previously approved grant resources, <br />the Manager or Finance Director may adjust budgets to <br />match. <br />d. The Manager or Finance Director may adjust debt <br />financing from estimated projections to actual funds <br />received. <br />e. Jay White, Sr., Chairman <br />ATTEST: <br />/s/ Kay Honeycutt <br />Clerk to the Board <br />(F-4) Finance - Cabarrus Countv Public School Building Capital Fund Transfer <br />Request <br />A transfer request is being made on behalf of the Cabarrus County <br />Schools to the Public Schools of North Carolina to acquire technology <br />equipment to update classrooms to 21s` century technology in the school <br />system. The transfer request is to move $900,000.00 from the Cabarrus County <br />Schools ADM Public School Building Fund (current balance is $3,252,148.80) to <br />the School Technology Eund. No match is required and there are no new County <br />funds being requested. The $900,000.00 Technology transfer was approved by <br />the Cabarrus County Board of Education and the application was signed by the <br />Cabarrus County Schools Chair on January 22, 2009. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Poole <br />and unanimously carried, the Board approved the Cabarrus County Public School <br />Building Capital Fund Application for Technology and authorized the Cabarrus <br />County Board of Commissioners' Chair to sign the application. <br />(F-5) Finance - Cabarrus Countv Schools Right-of-Way and Sewer Easement <br />Request <br />On February 9, 2009 the Board of Education for the Cabarrus County <br />Schools will be asked to grant a Right-of-Way and Sewer Easement to WSACC <br />(Water and Sewer Authority of Cabarrus County) for the CC Griffin Middle <br />School and Lower Rocky River Elementary School area. WSACC will be extending <br />the sewer line in this area. WSACC will pay $1.00 for this transaction. <br />Since Cabarrus County holds title to this property, the transaction will also <br />need to be approved by the Cabarrus County Board of Commissioners. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Poole <br />and unanimously carried, the Board approved the transfer of the Right-of-Way <br />and Sewer Easement for the CC Griffin Middle School and Lower Rocky River <br />Elementary School area to WSACC, subject to the Cabarrus County School Board <br />of Education approval and reviewed by the Cabarrus County Attorney. By the <br />same vote, the Board authorized the Chairman of the County Commissioners to <br />execute the Agreement on behalf of Cabarrus County. <br />i Finance - <br />t <br />A transfer request is being made on behalf of the Kannapolis City <br />Schools to the Public Schools of North Carolina for the acquisition of <br />
