The Manager may transfer amounts between objects of expenditures and revenues within a function without limitation. a. The Manager may transfer amounts up to $100,000 between functions of the same ordinance. b. The Manager may transfer amounts between contingency funds which are set aside for a specific project for budgetary shortfalls or upon the appropriate approval of a change order. c. Upon notification of funding increases or decreases from state, federal, or previously approved grant resources, the Manager or Finance Director may adjust budgets to match. d. The Manager or Finance Director may adjust debt financing from estimated projections to actual funds received. e. The Manager may enter into and execute change orders or amendments to construction contracts in amounts less than $90,000 when the project ordinance contains sufficient appropriated but unencumbered funds. Jay White, Sr., Chairman ATTEST: /s/ Kay Honeycutt Clerk to the Board (F-4) Finance - Cabarrus Countv Public School Building Capital Fund Transfer Request A transfer request is being made on behalf of the Cabarrus County Schools to the Public Schools of North Carolina to acquire technology equipment to update classrooms to 21s` century technology in the school system. The transfer request is to move $900,000.00 from the Cabarrus County Schools ADM Public School Building Fund (current balance is $3,252,148.80) to the School Technology Eund. No match is required and there are no new County funds being requested. The $900,000.00 Technology transfer was approved by the Cabarrus County Board of Education and the application was signed by the Cabarrus County Schools Chair on January 22, 2009. UPON MOTION of Commissioner Privette, seconded by Commissioner Poole and unanimously carried, the Board approved the Cabarrus County Public School Building Capital Fund Application for Technology and authorized the Cabarrus County Board of Commissioners' Chair to sign the application. (F-5) Finance - Cabarrus Countv Schools Right-of-Way and Sewer Easement Request On February 9, 2009 the Board of Education for the Cabarrus County Schools will be asked to grant a Right-of-Way and Sewer Easement to WSACC (Water and Sewer Authority of Cabarrus County) for the CC Griffin Middle School and Lower Rocky River Elementary School area. WSACC will be extending the sewer line in this area. WSACC will pay $1.00 for this transaction. Since Cabarrus County holds title to this property, the transaction will also need to be approved by the Cabarrus County Board of Commissioners. UPON MOTION of Commissioner Privette, seconded by Commissioner Poole and unanimously carried, the Board approved the transfer of the Right-of-Way and Sewer Easement for the CC Griffin Middle School and Lower Rocky River Elementary School area to WSACC, subject to the Cabarrus County School Board of Education approval and reviewed by the Cabarrus County Attorney.
