March 9, 2009 (Special Meeting) Page 1266 <br />The Board of Commissioners for the County of Cabarrus held a Special <br />Meeting in the Cabarrus Room of the Cabarrus Arena and Events Center on <br />Monday, March 9, 2009 at 3:30 p.m. The purpose of this meeting was to <br />conduct an Agenda Work Session. The regularly scheduled Agenda Work Session, <br />which was scheduled for Monday, March 2, 2009, was canceled due to inclement <br />weather. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Grace Mynatt <br />Commissioners: Robert W. Carruth <br />Elizabeth Poole <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board; and Lyndsay Hayes, Deputy Clerk <br />to the Board. <br />Call to Order <br />Chairman White called the meeting to order at 3:37 p.m. <br />Emergenev Manaoement - Rimer Volunteer Fire Department Purchase o£ a 2009 <br />Pierce Contender Tanker Financed Through United Financial of North Carolina, <br />Inc. <br />Steven Langer, Cabarrus County Fire Marshal, presented information <br />related to a request from Rimer Volunteer Fire Department (RVFD) to purchase <br />a 2009 Pierce Contender Tanker financed through United Financial of North <br />Carolina, Inc. Mr. Langer reported because the fire department is volunteer, <br />United Financial is requiring RVFD provide a letter from the County stating <br />that the department has a district within the county, is a tax-based <br />district, and is currently meeting the requirements of their fire service <br />contract. He stated the current tanker used by RVFD is twenty-four years old <br />and has had several maintenance issues. <br />UPON MOTION of Commissioner Poole, seconded by Vice Chairman Mynatt, <br />and unanimously carried, the Board voted to place the Rimer Volunteer Fire <br />Department Purchase of a 2009 Pierce Contender Tanker Financed Through United <br />Financial of North Carolina, Inc. on the March 16, 2009 Agenda as a Consent <br />item. <br />BOC - NCDOT Secondarv Roads Program Annual Statement <br />Chairman White reviewed the following information related to the North <br />Carolina Department of Transportation Secondary Roads Program Annual <br />Statement, which was included in the agenda for informational purposes: <br />SECONDARY ROADS PAVED DURING CALENDAR YEAR 2008 <br />Subdiv <br />or <br />Rural SR# FROM TO LENGTH WIDTH TYPE WBS# COST <br /> SR SR <br />R 2439 2408 2916 1.80 20' AST lOC.013028 $526,796 <br />SECONDARY ROADS WIDENED DURING CALENDAR YEAR 2008 <br />SR# FROM TO LENGTH WIDTH WBS # COST <br />1621 SR 1620 SR 1621 1.66 MI. 20' lOC.013034 $120,000 <br />1121 MECK CO. SR 1117 1.88 MI. 20' lOC.013031 $359,548 <br />1148 SR 1132 US 601 2.38 MI. 20' lOC.013035 $342,022 <br />1602 NC 73 SR 1601 1.60 MI. 20' lOC.013036 $229,819 <br />1949 SR 1601 MECK CO. 0.60 MI. 20' lOc.013037 $102,142 <br />Vice Chairman Mynatt asked through what process these roads were <br />chosen. <br />John Day, County Manager, reported the roads are on a list maintained <br />by the NCDOT, and the County is given no opportunity for input with regards <br />to what roads are chosen. <br />Jonathan Marshall, Commerce Director, stated the NCDOT uses a scoring <br />system with criteria such as number of houses, institutional uses and <br />businesses on the road to establish which roads are to be paved or widened. <br />
