March 9, 2009 (Special Meeting) Page 1267 <br />He reported this report presents an opportunity for the Board to change the <br />order of roads on the list. <br />Vice Chairman Mynatt further questioned i£ a representative from the <br />NCDOT comes to Cabarrus County to view the road conditions or if the process <br />involves analyzing data only. <br />Mr. Marshall responded that the NCDOT will come and view road <br />conditions every 3-5 years; a log is kept containing complaints or issues <br />raised regarding the roads; and the roads are scored on a rotating basis. <br />Mr. Day also reviewed with the Board correspondence received from the <br />NCDOT which addresses a 7 percent budget cut enacted by the NCDOT. <br />Commerce - SOC Request for APF Information <br />Susie Morris, Planning and Zoning Manager, reviewed a draft spreadsheet <br />entitled, "Subdivision APF VMP (Voluntary Mitigation Payment) Payment and <br />Timing Information" which was requested by the Board at its February 16, 2009 <br />regular meeting. She reported the County is utilizing a program called <br />Accela, which maintains data related to approved subdivisions, APFO payments, <br />and timing information. Ms. Morris also responded to questions from the <br />Board regarding the number of lots available per subdivision; the <br />capabilities of the Accela program; the most appropriate way to present the <br />abundance of information to the Board; the number of subdivisions approved <br />prior to 2005; etc. <br />The Board requested Ms. Morris make this information available on the <br />County's website when the data is complete. <br />Commerce - Consent Agreement for the Roycroft Subdivision Project <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information related to a Consent Agreement for the Roycroft Subdivision <br />Project: <br />The Roycroft subdivision project was approved by the Cabarrus <br />County Planning and Zoning Board on March 15, 2007. The <br />preliminary plat was granted a one year extension on February 19, <br />2009 setting a new expiration date of March 15, 2010. This <br />subdivision project is approved for 361 single family homes on <br />+/- 262.42 acres and is located on Flowes Store Road. <br />The Cabarrus County Board of Commissioners previously approved a <br />Consent Agreement for this subdivision development. The existing <br />Consent Agreement is set to expire on March 15, 2009. The <br />developer is seeking an extension of the existing agreement. The <br />specifics of the agreement are as follows: <br />• Developer - TDW Holdings, LLC, 6707 Fairview Road, Suite B, <br />Charlotte, NC 28210. <br />• Payment of $9039 per single family lot will be due at Final <br />Platting. <br />• Proposed build out schedule is Calendar year 2009, no more than <br />99 lots platted, Calendar year 2010, no more than 99 lots <br />platted, Calendar year 2011, no more than 99 lots platted, and <br />Calendar year 2012, no more than 64 lots platted. <br />The APFO worksheet filled out by Mr. Robert Kluttz with Cabarrus <br />County Schools indicates that schools impacted by the Roycroft <br />subdivision project are currently functioning at the following <br />capacities: <br />Note: These percentages are based on the enrollment figures from <br />January 6, 2009. <br />Bethel Elementary School - 78.69$ <br />C.C. Griffin Middle School - 129.29 <br />Central Cabarrus High School - 79.89 <br />Including previously approved subdivisions, these schools will be <br />functioning at the following capacity upon completion of the <br />Roycroft subdivision project: <br />
