March 9, 2009 (Special Meeting) Page 1268 <br />Bethel Elementary School -159.89 ~ <br />C.C. Griffin Middle School - 201.10°s <br />Central Cabarrus High School - 117.250 <br />The Capital Improvements Plan (CIP) includes a new elementary <br />school in 2010 adjacent to C.C. Griffin Middle School with <br />capacity for 1000 students. Land has been acquired for this <br />project. The CIP also includes a new elementary in 2013 south of <br />Harrisburg with capacity for 800 students. These schools would <br />relieve A.T. Allen, Bethel, Harrisburg and Rocky River Elementary <br />Schools. The A.T. Allen replacement school is projected to open <br />in 2010 enabling the satellite students at Bethel Elementary to <br />return to A.T. Allen Elementary. The capacity at A.T. Allen will <br />be increased from 483 to 1000 seats. <br />A new 1200 seat middle school is included in the plan for 2010 <br />south of Harrisburg that would relieve C.C. Griffin and J.N. <br />Fries Middle Schools. A 175 seat addition at Central Cabarrus <br />High School is proposed for 2013. The CIP also includes a new <br />1500 seat high school in the west/central area of the County for <br />2013 that will provide relief for Central Cabarrus, J.M. <br />Robinson, Hickory Ridge and Concord High Schools. <br />Cabarrus County Schools operating at 110 capacity are considered <br />to be operating at maximum capacity. <br />Ms. Morris also responded to questions from the Board regarding the <br />requirements for approval of an extension; the reasons this for the requested <br />extension; etc. <br />Mr. Tom Waters, agent for the subdivision, explained that the extension <br />to the consent agreement is needed due to difficult market conditions and the <br />cooperative sewer system for the development is not yet complete. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Mynatt, <br />and unanimously carried, the Board voted to place the Consent Agreement for <br />the Roycroft Subdivision Project on the March 16, 2009 Agenda as a Consent <br />item. <br />Commerce - Consent Agreement £or the Thompson's Lake Subdivision Project <br />Susie Morris, Planning and Zoning Manager, reviewed the following <br />information related to a consent agreement for the Thompson's Lake <br />Subdivision project: <br />The Thompson's Lake subdivision project was approved by the Town <br />of Midland Planning and Zoning Board on February 6, 2007. The <br />preliminary plat was recently granted a two year extension on <br />January 6, 2009 setting a new expiration date of February 6, <br />2011. This subdivision project is approved for 58 single family <br />homes on +/- 42.72 acres and is located on Bethel School Road. <br />This is the first request from the developers to enter into a <br />Consent Agreement with the Cabarrus County Board of <br />Commissioners. This project was originally submitted for <br />preliminary plat approval on December 1, 2006 and is subject to <br />the APFO in effect prior to August 20, 2007. The specifics of the <br />agreement are as follows: <br />• Developer - Flavia Thompson, P.O. Box 88, Midland, NC 28107. <br />• Developer - William Brewster Co., Inc., P.O. Box 99, Davidson, <br />NC 28036. <br />• Payment of $9039 per single family lot will be due prior to <br />Final Platting. <br />• Proposed build out schedule is Calendar year 2009, no more <br />than 7 lots platted, Calendar year 2010, no more than 16 lots <br />platted, Calendar year 2011, no more than 29 lots platted, and <br />Calendar year 2012, no more than 11 lots platted. <br />The APFO worksheet filled out by Mr. Robert Kluttz with Cabarrus <br />County Schools indicates that schools impacted by the Thompson's <br />Lake subdivision project are currently functioning at the <br />following capacities: <br />
