Griffin Middle School - 129.29 <br />Central Cabarrus High School - 79.89 <br />Including previously approved subdivisions, these schools will be <br />functioning at the following capacity upon completion of the <br />Thompson's Lake subdivision project: <br />Bethel Elementary School -154.89 $ <br />C.C. Griffin Middle School - 201.1OB <br />Central Cabarrus High School - 117.25°s <br />The Capital Improvements Plan (CIP) includes a new elementary <br />school in 2010 adjacent to C.C. Griffin Middle School with <br />capacity for 1000 students. Land has been acquired for this <br />project. The CIP also includes a new elementary in 2013 south of <br />Harrisburg with capacity for 800 students. These schools would <br />relieve A.T. Allen, Bethel, Harrisburg and Rocky River Elementary <br />Schools. The A.T. A11en replacement school is projected to open <br />in 2010 enabling the satellite students at Bethel Elementary to <br />return to A.T. Allen Elementary. The capacity at A.T. A11en will <br />be increased from 483 to 1000 seats. <br />A new 1200 seat middle school is included in the plan for 2010 <br />south of Harrisburg that would relieve C.C. Griffin and J.N. <br />Fries Middle Schools. A 175 seat addition at Central Cabarrus <br />High School is proposed for 2013. The CIP also includes a new <br />1500 seat high school in the west/central area of the County for <br />2013 that will provide relief for Central Cabarrus, J.M. <br />Robinson, Hickory Ridge and Concord High Schools. <br />Cabarrus County Schools operating at 1108 capacity are considered <br />to be operating at maximum capacity. <br />In response to questions from Chairman White, Ms. Morris reported the <br />developer requested an extension due to market conditions; the Planning and <br />Zoning Board will sometimes question the reason for an extension; the <br />Cabarrus County Ordinance does allow for a one-year extension; etc. <br />UPON MOTION of Vice Chairman Mynatt, seconded by Commissioner Carruth, <br />and unanimously carried, the Board voted to place the Consent Agreement for <br />the Thompson's Lake Subdivision Project on the March 16, 2009 Agenda as a New <br />Business item. <br />Commerce - Consideration of Formation of a Complete Count Committee <br />Jonathan Marshall, Commerce Director, reported the County has been <br />contacted by the North Carolina Census Bureau about forming a local Complete <br />Count Committee. Hestated the following: the Census Bureau has encouraged <br />communities to increase awareness of the 2010 Census; the County can appoint <br />a committee of representatives that would be best able to communicate <br />information about the upcoming Census; in particular, the Census is <br />encouraging the County to look for groups that may be underrepresented or may <br />not be willing to complete the Census; staff can report back to the Board at <br />a later date and suggest a committee to appoint; etc. <br />Chairman White noted the importance of the North Carolina Census, <br />especially with regards to representation. He stated this is something the <br />County should improve on and move forward with. <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information related to a request from the Town of Midland for an Interlocal <br />Agreement between the Town of Midland and the County: the Town of Midland <br />has submitted for flood insurance; Midland has its own Planning and Zoning <br />ordinances, and is therefore required to adopt a flood ordinance; Midland's <br />flood ordinance cannot exactly mimic the County's ordinance; the State is <br />asking Midland to enter into an Interlocal Agreement with the County which <br />
