March 9, 2009 (Special Meeting) Page 1274 <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Mynatt, <br />and unanimously carried, the Board voted to place the 2009-2010 HOME Public <br />Hearing on the March 16, 2009 Agenda and scheduled a public hearing for 6:30 <br />p.m. <br />In response to a question posed by Chairman White, Ms. Sifford reported <br />the County's Community Development Block Grant program is strictly for <br />rehabilitation projects. She further explained the County's building <br />inspectors are currently being used for community development because of a <br />reduction in building inspections due to economic conditions. <br />Mike Down, Deputy County Manager, presented the following information <br />related to a lease agreement with the City of Kannapolis for EMS Station No. <br />5: a 13,081 square-foot building has been constructed on Barr Road in <br />Kannapolis; the Cabarrus EMS station will occupy approximately 1,630 square <br />feet of the facility; the County agreed to pay a percentage of the <br />construction cost based on the amount of space used; the construction <br />contract is for $2,948,725.00 and EMS will occupy approximately 12.5 percent <br />of the structure, which totals approximately $358,591.00 of the total <br />construction costs; the total amount is proposed to be paid in one lump sum <br />in return for a 50-year lease; the only monthly payments to be made will be <br />12.5 percent of the utility and maintenance bills for the property; the EMS <br />quarters contains two bunks, two living spaces, one full bath, a day room <br />that includes office desks and computer stations, one climate controlled bay <br />in the garage area, etc.; the EMS station currently operates from a <br />residential unit on Highway 73; and after 35 years, either party may be <br />released from the lease (Note: 35 years was agreed upon as being a usable <br />life span for a building). <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole, <br />and unanimously carried, the Board voted to place the Approval of Lease <br />Agreement (Kannapolis Fire Station #5) on the March 16, 2009 Agenda as a <br />Consent item. <br />Chairman White questioned Mr. Downs regarding Cabarrus County EMS <br />response times to emergency calls within Rowan County. Mr. Downs stated <br />Cabarrus County EMS will respond to calls as mutual aid to the Rowan County <br />portion of Kannapolis, only upon request. <br />e - <br />2010 <br />Firm <br />Years <br />Susan Fearringt on, Assistant Finance Director, reported Request for <br />Qualifications (RFQ) for auditing services were solicited, by direct mail to <br />13 firms, and by posting on the County's website. After thorough examination <br />of the six responses received, she said staff determined the firm of Martin <br />Starnes & Associates, CPA's, PA, to be the most qualified based on their <br />governmental auditing experience. She also reported the auditing firm <br />maintains a virtually paperless office. <br />In response to questions posed by the Board, Ms. Fearringt on reported: <br />this firm is located in Hickory, with another office in Taylorsville; several <br />local firms submitted RFQ's, but had to decline because they do not perform <br />"single" audits that are required when state and federal grant funds are <br />received; the County currently uses the firm of Potter and Company, which <br />does a wonderful auditing job; however, it is important to have a different <br />set of eyes perform the audit after a long period of time; and this firm has <br />proposed fees of $40,000.00 for 2009, $41,000.00 for 2010, and $42,000.00 for <br />2011. She also reviewed the fees paid by other local governments for <br />comparison. <br />UPON MOTION of Vice Chairman Mynatt, seconded by Commissioner Poole, <br />and unanimously carried, the Board voted to place Selection of Auditing Firm <br />for the Fiscal Years Ending June 30, 2009, 2010, and 2011 on the March 16, <br />2009 Agenda as a Consent item. <br />Chairman <br />appreciation to <br />County. <br />White asked Ms. Fearrington to send a letter of thanks and <br />the firm of Potter and Company for their good service to the <br />Lease and Agency Agreement between Cabarrus Coun <br />.w,... ft,e r.....,o,- u.,r.tr..
