Allen replacement school is projected to open <br />in 2010 enabling the satellite students at Bethel Elementary to <br />return to A.T. Allen Elementary. The capacity at A.T. A11en will <br />be increased from 483 to 1000 seats. <br />A new 1200 seat middle school is included in the plan for 2010 <br />south of Harrisburg that would relieve C.C. Griffin and J.N. <br />Fries Middle Schools. A 175 seat addition at Central Cabarrus <br />High School is proposed for 2013. The CIP also includes a new <br />1500 seat high school in the west/central area of the County for <br />2013 that will provide relief for Central Cabarrus, J.M. <br />Robinson, Hickory Ridge and Concord High Schools. <br />Cabarrus County Schools operating at 110°s capacity are considered <br />to be operating at maximum capacity. <br />Commissioner Carruth commented that approval of this subdivision was <br />beyond the jurisdictional control of the Board and the Board has a mechanism <br />established to provide alternative ways to pay for school facilities without <br />adding additional tax burden to the citizens of Cabarrus County. He further <br />stated through this Consent Agreement, this developer will contribute <br />approximately $200,000.00 for school construction. <br />Commissioner Carruth then MOVED to approve the Consent Agreement <br />between Cabarrus County and Elavia Thompson and William Brewster Co., Inc. <br />for the Thompson's Lake subdivision project, including the payment of <br />$9,039.00 per lot to advance school adequacy with payment due prior to final <br />planning and the aforementioned build-out schedule; and authorization for the <br />County Manager to execute the Agreement on behalf of Cabarrus County, subject <br />to review or revisions by the County Attorney. Vice Chairman Mynatt seconded <br />the motion. <br />Commissioner Privette voiced his intent to vote against the motion, <br />noting school overcrowding. <br />The MOTION carried with Chairman White, Vice Chairman Mynatt and <br />Commissioners Carruth and Poole voting for and Commissioner Privette voting <br />against. <br />(G-3) Commerce - Reservation of Capacity £or the River Hills Subdivision <br />Susie Morris, Planning and Zoning Manager, reviewed the following <br />information related to a Reservation of Capacity for the River Hills <br />Subdivision: <br />Real Value Development Inc., (1201 Odell School Road, Concord, NC <br />28027) is requesting a reservation of capacity for the River <br />Hills residential subdivision project, which consists of 180 <br />single family units on +/- 90.29 acres located off Central <br />Heights Drive in the City of Concord, North Carolina. <br />School Capacity Review <br />The River Hills residential subdivision project is expected to <br />produce approximately 57 elementary students, 25 middle school <br />students and 22 high schools students for a total of 109 <br />students. The schools impacted by the project are Rocky River <br />Elementary School, C.C. Griffin Middle School and Central <br />Cabarrus High School. <br />The county's capital improvements plan (CIP) includes the <br />following proposed improvements that would create additional <br />capacity for the schools impacted by the project: <br /> <br />Year School 2009 2010 2011 2012 2013 2014 <br />Elementary Rocky River 600 <br />Middle C.C.
