March 16, 2009 (Regular Meeting) Page 1292 Elementary - A new elementary school is scheduled for 2009 adjacent to C.C. Griffin Middle School. When this new school opens, 600 students will be transferred from Rocky River Elementary School to the new elementary school due to redistricting. Middle - A new middle school is scheduled for 2009 adjacent to Hickory Ridge High School. When this new middle school opens, 900 students will be transferred from C.C. Griffin Middle School to the new middle school due to redistricting. High - A 175 seat addition is scheduled for 2013 at Central Cabarrus High School. Also, a new high school is scheduled for 2013 in the west/central area of the County. When this new high school opens, 700 students will be transferred from Central Cabarrus High School to the new high school due to redistricting. The following table indicates available and planned school capacity, based on the standards for review established in Chapter 15 of the Cabarrus County Zoning Ordinance. (Note that according to Section 15-11, Number 9, of the APFO, "...future available capacity must be "...equal to or greater than the projected enrollment that will be produced by the proposed development for all school types," not just one or two.) Is the project subject to Chapter 15, Adequate Public Facilities? Yes. Board of Commissioner Action Options: Consider approval of the Reservation of Capacity with the conditions outlined below: 1. The project is subject to a phasing schedule. In calendar year 2009, no more than 11 residential lots platted; In calendar year 2010, no more than 15 residential lots platted; In calendar year 2011, no more than 15 residential lots platted; In calendar year 2012, no more than 15 residential lots platted; In calendar year 2013, no more than 15 residential lots platted; In calendar year 2019, no more than 109 residential lots platted. 2. Mitigation of the pro-rata share of the cost of the planned capacity, which equals $8,617.00 per single family residential subdivision lot, payable prior to final platting.
