March 16, 2009 (Regular Meeting) Page 1293 <br />In response to questions posed by Commissioner Carruth, Ms. Morris <br />reported the units proposed to be built in 2009 are pro-rated based on the <br />quarter, and the 15 units proposed in years 2010-2013 are prescribed by the <br />Adequate Public Facilities Ordinance, with the remainder being available in <br />2019. She also reported this project will receive development approval from <br />the City of Concord, not the County. <br />Commissioner Carruth commented that to approve or disapprove this <br />subdivision is beyond the jurisdictional control of the County; a mechanism <br />is set up to provide alternative funding to build school facilities and to <br />reduce tax burden; this development will contribute approximately $1.5 <br />million towards school construction; etc. <br />Commissioner Carruth MOVED to approve the Reservation of Capacity <br />Certificate and authorize the Cabarrus County Commerce Director to execute <br />the Certificate on behalf of Cabarrus County. Vice Chairman Mynatt seconded <br />the motion. <br />Commissioner Privette voiced his intent to vote against the motion, <br />noting school overcrowding. <br />The MOTION carried with Chairman White, Vice Chairman Mynatt and <br />Commissioners Carruth and Poole voting for and Commissioner Privette voting <br />against. <br />(G-4) Commerce - Reservation of Capacity Certificate for the Summers Walk <br />Subdivision <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information related to the Reservation of Capacity Certificate for the <br />Summers Walk Subdivision: <br />F.C. Summers Walk, LLC, (1928 South Boulevard, Suite 300, <br />Charlotte, NC 28203) is requesting a reservation of capacity for <br />the Summers Walk residential subdivision project, which consists <br />of 150 single family units on +/- 59.983 acres located off <br />Summers Walk Boulevard in the City of Kannapolis, North Carolina. <br />School Capacity Review <br />The Summers Walk residential subdivision project is expected to <br />produce approximately 48 elementary students, 21 middle school <br />students and 19 high schools students for a total of 88 students. <br />The schools impacted by the project are W.R. Odell 800 <br />Middle Harris Road 700 <br />High Northwest <br />Cabarrus 1950 <br />Seat Distribution Summary - (Based on July 2008 Capital <br />Improvements Plan) <br />Elementary - A new elementary school is scheduled for 2013 in the <br />northwest area of the County. When this new school opens, 800 <br />students will be transferred from W.R. Odell Elementary School to <br />the new elementary school due to redistricting. <br />Middle - A new middle school is scheduled for 2009 in the <br />northwest/Weddington Road area of the County. When this new <br />middle school opens, 700 students will be transferred from Harris <br />Road Middle School to the new middle school due to redistricting. <br />High - A new high school is scheduled to open in August 2009 on <br />Cox Mill Road. When this new high school opens, 1450 students <br />will be transferred from Northwest Cabarrus High School to the <br />new high school due to redistricting. <br />
