Mitigationof the pro-rata share of the cost of the planned <br />capacity, which equals $8,617.00 per single family <br />residential subdivision lot, payable prior to final platting. <br />In response to questions from the Board, Ms. Morris stated this <br />development will receive their Development Order from the City of Kannapolis <br />and will then return to the Board with their Adequate Public Facilities <br />Mitigation Agreement. <br />Commissioner Carruth commented that to approve or disapprove this <br />subdivision is beyond the jurisdictional control of the County; a mechanism <br />is set up to provide alternative funding to build school facilities and to <br />reduce tax burden; this development will contribute approximately $1.3 <br />million towards school construction; etc. <br />Commissioner Carruth MOVED to approved the Reservation of Capacity <br />Certificate and to authorize the Cabarrus County Commerce Director to execute <br />the Certificate on behalf of Cabarrus County. Vice Chairman Mynatt seconded <br />the motion. <br />
