March 16, 2009 (Regular Meeting) <br />Page 1295 <br />Commissioner Privette voiced his intent to vote against the motion, <br />noting school overcrowding and the additional tax burden placed on Cabarrus <br />County citizens for school construction. <br />Mike Downs, Deputy County Manager, reported six firms have responded to <br />a Request for Qualifications for a Construction Manager-At-Risk for the New <br />County Government Office building to be located on Cabarrus Avenue, said <br />firms being BE&K Building Group, CM Black Construction Company, Inc., Edifice <br />General Contractors, GW Liles Construction Company, Inc., Myers & Chapman, <br />Inc. and Turner Construction Company. Mr. Downs asked the Board how they <br />wished to proceed, noting the Board could direct staff to review the <br />submittals and recommend two or three finalists to the Board. <br />Commissioner Privette stated in light of the current economic crisis, <br />he questioned the need to proceed with the construction of a new government <br />building, noting the decrease in current revenues. <br />In response to questions from Vice Chairman Mynatt, John Day, County <br />Manager, stated the Board has policies in place to put aside any funds in <br />excess of fifteen percent of the general fund balance into a Capital Reserve <br />Account, and the construction of the new government building will be paid for <br />using those funds. He added that now is a good time to take advantage of low <br />construction costs, noting a school system in North Carolina saved several <br />millions of dollars recently during the construction of a school project. <br />Commissioner Carruth pointed out the Board is only approving an <br />interview process and a brief discussion ensued. <br />Chairman White noted the importance of moving forward with this <br />process, stating the following: the construction will have no effect on tax <br />payers; the County has been diligent in setting funds aside for this project; <br />current government buildings are in need of repair and may eventually be an <br />improper working environment for staff; the new construction will provide <br />easy access for veterans to the Veteran's office using more accessible egress <br />and ingress; etc. <br />Commissioner Poole MOVED to direct staff to review the submittals and <br />recommend three finalists to the Board of Commissioners. Commissioner <br />Carruth seconded the motion. <br />A short discussion ensued regarding departments that will occupy the <br />new complex. Centennial <br />The MOTION carried, with Chairman White, Vice Chairman Mynatt and <br />Commissioners Carruth and Poole voting for and Commissioner Privette voting <br />against. <br />(G-6) Commerce - Consent Agreement for the Roycroft Subdivision Project <br />Note: This item was removed from the Consent Agenda for discussion at <br />the request of Commissioner Privette. <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information regarding the Roycroft Subdivision project: <br />The Roycroft subdivision project was approved by the Cabarrus <br />County Planning and Zoning Board on March 15, 2007. The <br />preliminary plat was granted a one year extension on February 19, <br />2009 setting a new expiration date of March 15, 2010. This <br />subdivision project is approved for 361 single family homes on <br />+/- 262.42 acres and is located on Flowes Store Road. <br />The Cabarrus County Board of Commissioners previously approved a <br />Consent Agreement for this subdivision development. The existing <br />Consent Agreement is set to expire on March 15, 2009. The <br />developer is seeking an extension of the existing agreement. The <br />specifics of the agreement are as follows: <br />The MOTION carried with Chairman White, Vice Chairman Mynatt and <br />Commissioners Carruth and Poole voting for and Commissioner Privette voting <br />against. <br />
