The APFO worksheet filled out by Mr. Robert Kluttz with Cabarrus County Schools indicates that schools impacted by the Roycroft subdivision project are currently functioning at the following capacities: Note: These percentages are based on the enrollment figures from January 6, 2009. Bethel Elementary School - 78.69 C.C. Griffin Middle School - 129.29$ Central Cabarrus High School - 79.89 Including previously approved subdivisions, these schools will be functioning at the following capacity upon completion of the Roycroft subdivision project: Bethel Elementary School -159.84 B C.C. Griffin Middle School - 201.10 Central Cabarrus High School - 117.25$ The Capital Improvements Plan (CIP) includes a new elementary school in 2010 adjacent to C.C. Griffin Middle School with capacity for 1000 students. Land has been acquired for this project. The CIP also includes a new elementary in 2013 south of Harrisburg with capacity for 800 students. These schools would relieve A.T. Allen, Bethel, Harrisburg and Rocky River Elementary Schools. The A.T. Allen replacement school is projected to open in 2010 enabling the satellite students at Bethel Elementary to return to A.T. A11en Elementary. The capacity at A.T. Allen will be increased from 483 to 1000 seats. A new 1200 seat middle school is included in the plan for 2010 south of Harrisburg that would relieve C.C. Griffin and J.N. Fries Middle Schools. A 175 seat addition at Central Cabarrus High School is proposed for 2013. The CIP also includes a new 1500 seat high school in the west/central area of the County for 2013 that will provide relief for Central Cabarrus, J.M. Robinson, Hickory Ridge and Concord High Schools. Cabarrus County Schools operating at 110$ capacity are considered to be operating at maximum capacity. Following the presentation, Ms. Morris responded to questions from the Board. The following issues were addressed: the Roycroft Subdivision project has already been approved; this is a request for an extension; representatives for the developer are available for questions; etc. Commissioner Carruth commented that because this subdivision has already been approved, approving the Consent Agreement extension tonight will cause no increase in the lot inventory. Commissioner Carruth MOVED to approve the Consent Agreement between Cabarrus County and TDW Holdings, LLC for the Roycroft subdivision project, including the payment of $4,039.00 per lot to advance school adequacy with payment due prior to final platting; including the aforementioned build-out schedule; and authorization for the County Manager to execute the Agreement on behalf of Cabarrus County, subject to review or revisions by the County Attorney. Vice Chairman Mynatt seconded the motion. Commissioner Privette voiced his intent to vote against the motion, noting school overcrowding. The MOTION carried, with Chairman White, Vice Chairman Mynatt and Commissioners Carruth and Poole voting for and Commissioner Privette voting against. (H) APPOINTMENTS
