March 16, 2009 (Regular Meeting) Page 1280 <br />by the Joint Resolution of the Boards of County Commissioners of Cabarrus, <br />Rowan, Stanly and Union Counties dated October 1, 1997, and as amended by the <br />Joint Resolution adopted by the Boards of Commissioners of Cabarrus County <br />(on April 21, 2003), Davidson County (on May 13, 2003, Rowan County j(on <br />March 17, 2003, Stanly County (on May 5, 2003 and Union County (on April 7, <br />2003), be amended as follows: <br />Section 1. Change of .Name <br />The name of "Piedmont Area Mental Health, Developmental Disabilities and <br />Substance Abuse Authority" shall be changed to "PBH". <br />Section 2. See Item G-6. <br />(F-3) Commerce - Interlocal Agreement Between Cabarrus County and the Town <br />of Midland <br />Midland desires to contract with the County Planning and Zoning <br />Department to administer its Flood Damage Prevention Ordinance (FDPO) within <br />Midland's corporate limits and ETJ at no charge. However, all fees collected <br />through the administration of this Ordinance will belong to and be collected <br />by the County. Midland will hold the County harmless should any claims arise <br />from the provision of these services. A11 development within Midland's <br />corporate limits or ETJ shall be subject to the FDPO and no building permits <br />will be issued until the flood zone is determined and necessary building <br />standards are met. Preliminary and final elevation certificates will be <br />required for property and/or structures located within the Special Flood <br />Hazard Area. The Planning and Zoning Department will use every effort to <br />enforce the FDPO except civil or criminal action, which will be handled by <br />Midland upon written notice from the County. Finally, the effective date of <br />the proposed agreement is January 13, 2009 and termination requires a 95-day <br />written notice. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the Interlocal Agreement between <br />Cabarrus County and the Town of Midland for administration of the Flood <br />Damage Prevention Ordinance. <br />(F-4) Commerce - Letter of Support for Traffic Mana ement Center (TMC) <br />The City of Concord is applying for federal funds to construct a <br />Traffic Management Center (TMC). This system helps integrate traffic signals <br />and traffic cameras to better manage congestion. The system will work with <br />and improve existing traffic management infrastructure. <br />UPON MOTION of .Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to provide a letter of support and <br />authorized the Chairman to execute. <br />F-5) Emergency Management - Rimer Volunteer <br />a <br />Carolina, inc. <br />
