April 20, 2009 (Regular Meeting) Page 1344 <br />Mike Downs, Deputy County Manager, presented the following information <br />regarding the selection of the Construction Manager at Risk (CMaR)for the new <br />government complex: staff interviewed nine firms and narrowed the group to <br />four finalists (Rodgers Builders, Inc.; Turner Construction Co., Inc.; C.M. <br />Black Construction Co., Inc.; and G. W. Liles Construction Co., Inc.); on <br />April 14, 2009, the Board interviewed the four candidates; staff is <br />requesting the Board choose a firm to provide CMaR services for the new <br />government complex; etc. <br />Commissioner Privette stated he was impressed with all four firms and <br />recommended C.M. Black Construction Company provide CMaR services, noting the <br />company is local, employs Cabarrus County citizens and has done excellent <br />work on projects. <br />Vice Chairman Mynatt agreed with Commissioner Privette's comments, and <br />added the County hopes to have "Leadership in Energy and Environmental <br />Design" (LEED) accreditation on the new building and C.M. Black has staff <br />that is certified to accomplish this goal. <br />Commissioner Carruth stated all four firms were well qualified, noting <br />that Turner Construction has been a strong partner with the construction of <br />the jail facility. He stated the following: these firms would likely hire <br />local contractors; the County has the opportunity to help a local firm better <br />compete on small projects; and the County should continue to work with all of <br />the firms in the future. He then voiced his support for C.M. Black. <br />Commissioner Poole voiced agreement with the previous comments and that <br />she is impressed with Rodgers Builders, Inc. and Turner Construction Co., <br />Inc. for the experience they have. She also stated it would benefit both <br />Cabarrus County Schools and Kannapolis City Schools to hear a similar <br />presentation regarding a CMaR and LEED certification. Further, she stated <br />she was impressed with the online technology of the two larger firms. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Mynatt <br />and unanimously carried, the Board selected C.M. Black Construction Co., Inc. <br />to provide Construction Manager at Risk services for the new governmental <br />office building. <br />(G-4) Communiaationa and Outreach - County Government Week Celebration <br />Proclamation <br />Aimee Hawkins, Communications and Outreach Manager, reported Cabarrus <br />County will celebrate National County Government Week, May 3-9, 2009 with <br />community festivals in Harrisburg, Midland, and Mount Pleasant. She stated <br />these festivals will educate people about County services available to them. <br />UPON MOTION of Vice Chairman Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following proclamation: <br />Proclamation No. 2009-05 <br />PROCLAMATION <br />WHEREAS, the National Association of Counties created National County <br />Government Week in 1991 to raise public awareness and understanding about the <br />roles and responsibilities of the nation's counties <br />to meet the needs of the community; and <br />WHEREAS, the nation's 3,068 counties provide a variety of essential public <br />services to communities serving 300 million Americans; and <br />WHEREAS, Cabarrus County takes seriously its responsibility to protect and <br />enhance the health, welfare and safety of its residents in sensible and cost- <br />effective ways; and <br />WHEREAS, the theme of National County Government Week is "Greening Our <br />Future"; and <br />WHEREAS, many county government initiatives and programs involve the <br />protection of valuable and vulnerable environmental resources in communities; <br />and <br />WHEREAS, Cabarrus County is increasing its efforts toward environmental <br />sustainability by providing an incubator farm and other measures to build a <br />local food economy, by purchasing hybrid vehicles, by constructing LEED <br />
