The County will hold title to the property for twenty years until the debt issued to construct the new facility is retired. The Cabarrus County Board of Education will lease the property for $1.00 per year for the life of the 20 year lease. On April 6, 2009 the Cabarrus County Board of Education approved the Amended and Restated Lease and Agency Agreements for the School Bus Maintenance Garage. Title for the property is held by Cabarrus County. The original Lease and Agency agreement was approved by the Cabarrus County Board of Commissioners on August 18, 2008. The original Lease and Agency Agreement are being amended and restated due to changes in the Legal Description of the property. The property is made up of several different parcels. Additional land was added to the parcel, and the legal description and the plats were revised so the land could be combined into one property. The County will hold the title until construction is completed. The Cabarrus County Board of Education will lease the property for $1.00 per year. UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette and unanimously carried, the Board approved the Amended and Restated Lease and Agency Agreement between Cabarrus County (Lessor) and the Cabarrus County Board of Education (Lessee) for the School Bus Garage, pending review or revisions by the County Attorney and authorized the Chairman to execute the documents on behalf of the Board. (F_11I Human Reaouraea - Druq Free Workplaae Poliav Revision A proposed revision of the current Drug Free Workplace Policy, which was enacted by the Board of County Commissioners in 1998, is attached. The proposed policy is a complete update, includes changes in federal and state regulations, and will replace three current policies. It replaces and combines the following: 1. Cabarrus County Drug Free Workplace Policy (adopted 12/21/98), 2. Cabarrus County Administrative Regulations (approved 1/15/1999), and the 3. Cabarrus County Pre-Employment Drug Testing Policy .(Appendix E of the Cabarrus County Personnel Ordinance). UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette and unanimously carried, the Board adopted the revised Drug Free Workplace Policy to replace existing policies.
