May 18, 2009 (Regular Meeting) <br />Page 1363 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, May 18, 2009, at <br />6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Grace Mynatt <br />Commissioners: Robert W. Carruth <br />Elizabeth Poole <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board and Lyndsay Hayes, Deputy Clerk to <br />the Board. <br />Chairman White called the meeting to order at 6:31 p.m. <br />Air Force JROTC from Northwest Cabarrus High School conducted the Flag <br />Ceremony. Students participating in the ceremony were: Cadet Master <br />Sergeant Blaise Kress, Cadet Captain Kevin Acosta, Cadet Chief Master <br />Sergeant Eric Hedgepeth and Cadet Senior Master Sergeant Missi Fredette. <br />Dr. Barbara Thiede, Student Rabbi, from Temple Or Olam in Concord <br />delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the minutes of April 6, 2009 <br />(Work Session), April 19, 2009 (Recessed Meeting), April 15, 2009 (Recessed <br />Meeting), April 20, 2009 (Regular Meeting) and April 23, 2009 (Recessed <br />Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following changes to the agenda: <br />Addition: Consent Agenda Item F-11 (Commerce - Proclamation <br />Proclaiming June as National Homeownership Month) <br />Supplemental Information: Reports Item I-2 (Cabarrus County Tourism <br />Authority - 3`a Quarter 2008/2009 Update - Balance Sheet, Bullet Points, 3rtl <br />Quarter Financials, and 3`a Quarter Marketing Activities) <br />UPON MOTION of Vice Chairman Mynatt, seconded by Commissioner Poole and <br />unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />in Resources - Recognition of Sharon K. Fisher on Her <br />Sheriff Brad Riley recognized Sharon Fisher, Administrative Assistant <br />for the Animal Control Division of the Sheriff's Department, on her <br />retirement from Cabarrus County after 25 years of service to the County. He <br />highlighted several of Ms. Fisher's accomplishments during her career. <br />Sheriff Riley presented a plaque to Ms. Fisher in appreciation for her <br />service to Cabarrus County and its citizens. <br />(C-2) Communications and Outreach - Channel 22 Awards <br />David Baxter, Channel 22 General Manager, announced Cabarrus County's <br />own Channel 22 won two first place awards in the North Carolina City and <br />County Communications (NC3C) annual competition in the following categories: <br />the One-Time Special Programming category for "Farm to Fork, A Local Food <br />Initiative" and in the Promotional Video category for the 2008 Cabarrus <br />County Fair Commercial. Jack Laster, Aimee Hawkins, and David Baxter worked <br />on the award-winning videos. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman White opened the meeting for Informal Public Comments at 6:93 <br />p.m. He stated each speaker would be limited to three minutes. <br />
