May 18, 2009 (Regular Meeting) <br />Page 1364 <br />Price Crutchfield, who resides at 592 Love Street, Concord, expressed <br />dissatisfaction with the Concord Police Department, noting that he had been <br />wrongly arrested several times. <br />Thomas Hill of 10896 Pioneer Mill Road, Concord, stated he is the <br />Region 8 coordinator for Ron Paul's Campaign for Liberty. He requested <br />citizens go to www.campaignforliberty.com or www.thomas.gov for information <br />on Bill HR-1207 introduced by Ron Paul to audit the Federal Reserve. <br />Sydney Tillman of P.0. Box 12, Harrisburg, is a student at C.C. Griffin <br />Middle School and spoke in regards to school overcrowding, noting the <br />challenges of learning in mobile units. <br />Stacey Tillman, mother of Sydney Tillman, expressed concern regarding <br />school overcrowding, noting her child spends 77 percent of her day in mobile <br />units. She further stated students may have difficulties learning in mobile <br />units and further overcrowding can be expected due to the large amount of <br />growth in Harrisburg. <br />With there being no one else to address the Board, Chairman White <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT AGENDA <br />(F-1) Aging - Designation of Cabarrus County Department of Acting as Lead <br />Agency for HCCBG (Home and Community Care Block Grant) Funding <br />In order to implement the Home and Community Care Block Grant for Older <br />Adults (HCCBG), the Board of County Commissioners must designate a Lead <br />Agency to be responsible for the development of the County Aging Funding <br />Plan. The designation is usually for a three-year period. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the Cabarrus County Department of <br />Aging as lead agency for the HCCBG and authorized the Chairman and the County <br />Manager to execute related documents. <br />(F-2) Commerce - 2009-2010 HOME Program Administration <br />Cabarrus County received two proposals for administration of the 2009- <br />2010 HOME Housing Rehabilitation Program. The Request for Proposals (REP) <br />was direct mailed to three firms and was available on the website. After <br />evaluating the proposals, staff is recommending that the Board of <br />Commissioners select the Centralina Council of Governments to administer the <br />program. Centralina administers this program in numerous other communities <br />and has extensive experience with the regulations of this program. Staff <br />recommends making the selection contingent upon reaching a satisfactory <br />contract to be worked out with the staff attorney. The program administrator <br />will be paid out of grant funds. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the bid award to Centralina <br />Council of Governments and authorized the County Manager to execute the <br />contract between Cabarrus County and the Centralina Council of Governments, <br />pending approval of the FY 09/10 budget and subject to revision by the County <br />Attorney. <br />(F-3) Emergency Management - Interlocal Agreements Re ardina Fire Code <br />Fnfnrnnmenh <br />The Towns of Midland, Mt. Pleasant and the City of Locust contract with <br />Cabarrus County for the Fire Marshal's Office to be designated as the agency <br />to perform fire inspection services within their town limits as required by <br />the Fire Code. A detailed description of these fire services is stated on <br />page 1 of the respective contracts under items 3 and 9. Cabarrus County is <br />contracting with the Town of Harrisburg for them to provide fire prevention <br />service as required by the Fire Code within the Harrisburg Rural Fire <br />District. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved Interlocal Agreements with the <br />following entities for fire code enforcement services: the Towns of Midland, <br />
