May 18, 2009 (Regular Meeting) <br />Page 1383 <br />(G-4) Solid Waste - Discussion on Future Operations of the Cabarrus County C <br />6 D Landfill Based on Projected Financial Data <br />John Day, County Manager, requested the discussion on future operations <br />of the Cabarrus County C & D (Construction and Demolition) Landfill be tabled <br />until the June 1, 2009 Agenda Work Session. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board tabled the discussion on the future operations <br />of the C & D Landfill based on projected financial data until the June 1, <br />2009 Agenda Work Session. <br />(H) APPOINTMENTS <br />(H-1) Appointments - Adult Care Home Community Advisory Committee <br />An application to the Adult Care Home Community Advisory Committee has <br />been received from Mr. Ed Burns and approved by the regional Ombudsman. <br />UPON MOTION of Commissioner Poole, seconded by Vice Chairman Mynatt and <br />unanimously carried, the Board appointed Mr. Ed Burns to the Adult Care Home <br />Community Advisory Committee for a one-year term ending May 31, 2010. <br />Vice Chairman Mynatt expressed her appreciation for applications <br />received for the adult services committees but stated more applications are <br />needed. <br />(H-2) Appointments - Cabarrus Planning and Zoning Commission <br />Mr. Dennis Yates, who fills an at-large "Alternate" position on the <br />Cabarrus Planning and Zoning Commission, has resigned. There are several <br />applications on file that are suitable to fill his unexpired term. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board appointed Ms. Amy L. Ma to the Cabarrus County <br />Planning and Zoning Commission to fill an at-large "Alternate" position to <br />complete an unexpired term ending August 31, 2010. <br />(H-3) Appointments - Home and Community Care Hlock Grant Advisory Committee <br />In order to implement the Home and Community Care Block Grant for Older <br />Adults, the Board of County Commissioners must have appointed an Advisory <br />Committee to assist the designated Lead Agency in the development of County <br />Aging Funding Plan. This committee must be composed of potential public and <br />private providers of aging services, elected county officials, older adults <br />and other aging interests in the county. <br />UPON MOTION of Vice Chairman Mynatt, seconded by Commissioner Carruth <br />and unanimously carried, the Board authorized the Chairman and County Manager <br />to execute related documents and appointed the following people to the HCCBG <br />Advisory Board as recommended by the Department of Aging to complete three- <br />year terms ending January 1, 2012, including an exception to the "service on <br />multiple boards" provision of the appointment policy for Ms. Babb: <br />Name A enc Re resented <br />Betty Babb Consumer <br />Larry Belk Cabarrus County Transportation Department <br />Gail Linker Consumer <br />James Polk Cabarrus County Social Services <br />Kelly Sifford Cabarrus County Commerce Department <br />Cyndi Smart Cabarrus County Department of Aging <br />Mary Croom Cabarrus Meals on Wheels <br />Karin Allen Cabarrus Meals on Wheels <br />Commissioner Poole was appointed in December 2008 as the Board's <br />liaison to the Home and Community Care Block Grant Committee. Commissioner <br />Poole and Ms. Linda Miller with Centralina Council of Governments will serve <br />as Ex-Officio Liaisons. <br />(H-4) Appointments - Juvenile Crime Prevention Council <br />Ms. Debbie Bost wishes to resign from her position on the Juvenile <br />Crime Prevention Council (JCPC). Ms. Carolyn Carpenter, JCPC Chair, requests <br />that Marta Meares be appointed to fill Ms. Bost's unexpired term. <br />
