Community Cost-Share Assistance Program is a voluntary, incentive- <br />based program designed to improve water quality through the installation of <br />various best management practices (BMPs) to treat polluted stormwater runoff <br />and ultimately improve the water quality of our state's waterways. <br />Applications are for projects on three (3) county properties: Cox Mill <br />Elementary School, Mount Pleasant High School, and the Sheriff's Office and <br />Detention Center. These applications require approval from the Board. There <br />is no financial obligation associated with the applications. More <br />information can be found at: <br />http://www.enr.state.nc.us/DSWC/pages/ccap_program.html. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the execution of applications to <br />the N.C. Community Cost-Share Assistance Program so the Cabarrus Soil and <br />Water Conservation District Board can approve and begin design work necessary <br />to arrive at estimated project costs for review and possible contracting. <br />- Resolution and Contract Amendment for <br />MSW <br />Monitoring of the groundwater surrounding the closed MSW Landfill has <br />indicated a presence of volatile organic compounds (VOC's). Cabarrus <br />County's contracted consulting firm, Camp, Dresser & McKee (CDM), has been <br />able to identify a remedy to attain the approved groundwater protection <br />standards established by the North Carolina Department of Environment and <br />Natural Resources (NCDENR). The remedy the CDM proposes is to inject <br />hydrogen releasing compounds into the groundwater that will facilitate the <br />natural microbial process already going on and increase the natural <br />degradation of the contaminates (VOC's). Approval of the resolution and <br />contract amendment will allow Cabarrus County to proceed with recommended <br />directives from CDM and NCDENR. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board adopted the following resolution adopting <br />a groundwater contamination corrective measure at the closed Cabarrus County <br />Unit 2/3 MSW Landfill, approved Contract Amendment No.37 between Cabarrus <br />County and Camp, Dresser and McKee. By the same vote, the Board authorized <br />the County Manager to execute the contract amendment and permit application. <br />Resolution No. 2009-10 <br />A RESOLUTION OF THE CABARRUS COUNTY BOARD OF COMMISSIONERS ADOPTING A <br />GROUNDWATER CONTAMINATION CORRECTIVE MEASORE AT THE CLOSED CABARRUS COUNTY <br />UNIT 2/3 MSW LANDFILL AND AMENDING THE FINANCIAL ASSURANCE REQUIREMENTS FOR <br />POST CLOSURE OE THE LANDFILL <br />WHEREAS, Cabarrus County herein referred to as COUNTY owns and operated <br />a facility for disposal of solid waste known as the Cabarrus County Unit 2/3 <br />MSW Landfill herein referred to as LANDFILL; and <br />WHEREAS, a portion of the LANDFILL been closed out in accordance with <br />North Carolina Solid Waste Section Rules in effect at the time of closure; <br />and <br />WHEREAS, the COUNTY is required to monitor groundwater and assess <br />potential contamination at the LANDFILL; and <br />WHEREAS, the COUNTY, through its engineering consultant; Camp, Dresser <br />& McKee, herein referred to as CDM, has submitted a report to the Solid Waste <br />Section in accordance with its Rule .1635 on groundwater monitoring and <br />assessment of corrective measures for the LANDFILL dated December 2008; and <br />WHEREAS, the COUNTY conducted a public information meeting on March 23, <br />2009 to review the results of the corrective measures assessment and receive <br />public comment prior to the selection of a remedy; and <br />
