June 1, 2009 (Work Session) <br />Page 1433 <br />Morgan Corporation $2,805,026.79 <br />Mr. Downs reported CDM and County staff met with Baucom's Grading <br />representatives to verify their capability to accomplish the project; the <br />County is requiring Baucom's Grading to subcontract part of the process out <br />to a company with experience due to the difficulty involved and Baucom's <br />Grading agreed to do so for no extra cost; etc. <br />In response to a question from Chairman White, Mr. Payne introduced <br />Martin Sanford, CDM representative, who reported the following: the <br />construction will get payment and performance bonds from the contractor; <br />there are warranties for the liner material, a one-year warranty for <br />installation, and the actual warranty for the liner material is upwards of <br />twenty (20) years; history has shown that the liner for the landfill will <br />last for a great amount of time; periodic maintenance will be required, such <br />as mowing and erosion correction; it is CDM's responsibility to oversee the <br />proper installation of the liner; and a construction quality report will be <br />conducted by CDM as required by the State, which will detail all aspects of <br />construction to show that specification requirements and approved closure <br />plan stipulations are met. <br />In response to a question from Vice Chairman Mynatt, Mr. Downs reported <br />the contingency fee had been negotiated to reach 5 percent. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Mynatt, <br />and unanimously carried, the Board voted to place the selection of a <br />contracting firm to perform closure activities on Unit 3 of the Cabarrus <br />County C&D Landfill on the June 15, 2009 Agenda as a Consent item. <br />Solid Waste - Resolution to Adopt the Three-Year Update to the Solid Waste <br />Management Plan <br />Kevin Grant, Cabarrus County Sustainability Manager, presented a <br />request for a resolution to adopt the three-year update to the Solid Waste <br />Management Plan. He addressed the following issues: North Carolina General <br />Statutes require that Cabarrus County develop a ten-year Solid Waste <br />Management Plan (SWMP) and update this plan every three years; the current <br />update of the SWMP covers the accomplishments that Cabarrus County has made <br />with regards to solid waste reduction goals over the past three years and <br />sets parameters for the future; highlights over the past three years include <br />implementation of the Cabarrus County Curbside Recycling Program and the <br />mixed paper recycling program in the school districts in conjunction with the <br />City of Concord; future goals include bottle recycling in the school systems; <br />and this resolution will be used to ensure the State that the County is <br />developing plans to reduce the amount of waste going into the landfills. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Mynatt, <br />and unanimously carried, the Board voted to place the resolution to adopt the <br />three-year update to the Solid Waste Management Plan on the June 15, 2009 <br />Agenda as a Consent item. <br />Solid Waste - Discussion on Future Operations of the Cabarrus County <br />Construction and Demolition Landfill Based on Projected Financial Data <br />Kevin Grant, Cabarrus County Sustainability Manager, began a discussion <br />on future operations of the Cabarrus County Construction and Demolition <br />Landfill (C&D) based on projected financial data. The following issues were <br />addressed: the C&D landfill has seen a reduction in revenue as a result of <br />lower amounts of material being received; due to many contributing factors, <br />the landfill is unable to fund itself and contributions from the General Fund <br />may be needed; due to increasing amounts of air space left in the current <br />section of the landfill that is available to receive construction demolition <br />waste, the decision has to be made whether to expand the landfill and keep it <br />open for at least the next five years, or close the landfill and only operate <br />a convenience center for Cabarrus County residents; a major issue is the fact <br />that State regulations require that a post closure fund is to be maintained <br />for all the landfills; this fund is to be used to complete a final closure or <br />capping of the landfill and to conduct environmental monitoring for thirty <br />(30) years after final closure of the landfill; and the current amount needed <br />for the post closure liability fund is approximately $9 million. Mr. Grant <br />reviewed spreadsheets with projected financial information for the landfill <br />for closing on January 31, 2011 and for expanding the landfill and closing <br />the landfill in June 2015. <br />Mr. Grant and Rick Payne, Solid Waste Manager, responded to questions <br />from the Board, addressing the following issues: if the County expands the <br />
