<br />Emergencv Management - Odell Volunteer Fire and Rescue, Incorporated
<br />Financing for New Station
<br />Steve Langer, Cabarrus County Fire Marshal, presented information
<br />related to a resolution required by BB&T to obtain financing for the
<br />construction of a new station for Odell Volunteer Fire and Rescue,
<br />Incorporated. He stated the following: BB&T wants to ensure the Board is
<br />aware of the Fire Department's intent to build a new station; the
<br />construction of the new station will provide fire protection coverage for
<br />residents who currently reside in an area considered unprotected; fire
<br />redistricting will be needed in the future; etc.
<br />In response to questions from the Board, Mr. Langer reported the
<br />current station will remain open, the new station will be built off of Shiloh
<br />Church Road, and there is currently enough equipment to provide for both
<br />stations. He added the City of Kannapolis currently contracts with Odell
<br />Fire Department to provide fire protection to some areas.
<br />Chairman White commended the Odell Fire Department on its ability to
<br />expand during difficult economic times.
<br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Mynatt,
<br />and unanimously carried, the Board voted to place the Resolution for the
<br />Ode11 Volunteer Fire and Rescue, Incorporated financing for a new station on
<br />the June 15, 2009 Agenda as a Consent item.
<br />Solid Waste - Cabarrus County Construction and Demolition (C&D) Landfill
<br />(Unit 3) Closure Construction Management Services Contract - Amendment No. 38
<br />Kevin Grant, Cabarrus County Sustainability Manager, presented
<br />information related to the Cabarrus County Construction and Demolition (C&D)
<br />Landfill (Unit 3) closure construction management services contract Amendment
<br />No. 38. He addressed the following issues: the amendment is for Camp,
<br />Dresser & McKee, Inc. (CDM) to provide construction management services
<br />during the closure of the construction and demolition for the municipal solid
<br />waste section of the Cabarrus County Landfill; the contract includes services
<br />such as general services during construction, resident project
<br />representation, construction quality assurance, monitoring services, and
<br />ensuring that the inspection quality insurance report to the North Carolina
<br />Department of Environment and Natural Resources is completed; these services
<br />are provided to ensure that the contractor does complete the closure properly
<br />in terms of quality and in accordance with stipulated environmental
<br />regulations; and the estimated contract cost will be $259,544.00.
<br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Mynatt,
<br />and unanimously carried, the Board voted to place Cabarrus County
<br />Construction and Demolition (C&D) landfill (Unit 3) Closure Construction
<br />Management Services Contract for Amendment No. 38 on the June 15, 2009 Agenda
<br />as a Consent item.
<br />- Ra'lartti. can o£ Contracting Firm to
<br />Kevin Grant, Cabarrus County Sustainability Manager, presented a
<br />request for the selection of contracting a firm to perform closure activities
<br />on Unit 3 of the Cabarrus County Construction and Demolition (C&D) Landfill.
<br />The following issues were addressed: a Request for Proposal (RFP) for
<br />contracting services to provide closure construction services was placed on
<br />the County web site and published in the local newspaper; nine (9) firms
<br />responded and submitted bids; Camp, Dresser & McKee (CDM) reviewed all bids
<br />and conducted a meeting with County staff to review bid tabulations of the
<br />firms; and CDM recommends that Baucom's Grading be awarded the contract at a
<br />cost not to exceed $1,695,498.00, which includes a 5 percent contingency.

<br />responded to questions from the Board related to the following bid
