June 1, 2009 (Work Session) Page 1431 <br />County Manager - Architectural Contract - YCH Architects - New Cabarrus <br />County Government Office Building and Site Design <br />Mike Downs, Deputy County Manager, presented information related to an <br />Architectural Contract with Yates Chreitzberg Hughes (YCH) Architects for the <br />new Cabarrus County Government Office Building and site design. He addressed <br />the following information: YCH Architects is proposing a fee of 8.75 percent <br />of the Guaranteed Maximum Price (GMP) ; since there is no GMP at this time, <br />there will be a new price at a later time; the estimated cost is $6.25 <br />million resulting in an architectural fee of $534,375.00 with $35,000.00 <br />additional reimbursable expenses; this will allow YCH Architects to begin the <br />design process; when the construction design process begins, C.M. Black may <br />provide a better number, but YCH's fee of 8.75 percent will remain the same. <br />In response to a question from Chairman White, Bill Hughes, YCH <br />Architect, reported that YCH is working closely with Concord Engineering to <br />locate rock at the site. He stated that boulders will be removed from the <br />area surrounding the foundation and will be replaced with soil within that <br />area to have the correct foundation. <br />John Day, County Manager, reviewed the site master plan located on page <br />182 of the agenda packet. He then reported: the orientation of the <br />buildings is designed to maximize natural light; the first proposed building <br />to be constructed is at the corner of Cabarrus Avenue and Union Cemetery <br />Road, rather than across from the Bus Garage to enhance the City's gateway <br />corridor; most of the site work will be done in preparation for the rest of <br />the buildings; the storm water retention will handle all of the buildings; <br />etc. <br />Mr. Hughes stated the plan responds to the rock on the site in the best <br />way possible.' He and Mr. Downs responded to further questions from the Board <br />and a lengthy discussion ensued. The following issues were addressed: <br />walking trails; sidewalks; areas for future growth; the floor plan for the <br />building; security and privacy issues; shared spaces; technology services; <br />handicap access for voters; and a proposed building schedule. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Mynatt, <br />and unanimously carried, the Board voted to place the Architectural Contract <br />with YCH Architects for the New Cabarrus County Government Office Building <br />and Site Design on the June 15, 2009 Agenda as a Consent item. <br />Risk Management - Approval of Contract with CMC-NE for the Cabarrus County <br />Employee Health Center <br />Johanna Ray, Health and Wellness Manager, presented a request for <br />approval o£ a contract with CMC-NE for the Cabarrus County Employee Health <br />Center (EHC). She reported the following: the current contract has <br />significant savings for the County; employee insurance premiums will remain <br />the same for next budget year; the contract expires in July 2009; the County <br />Attorney is currently reviewing the contract renewal and is waiting on <br />additional information from CMC-NE; this contract includes a part-time <br />position for a primary care physician at the EHC; the EHC currently employs a <br />nurse practitioner; with the new contract, the nurse will work four days a <br />week instead of five; the amount of the contract is $409,133.04, not <br />including the cost of lab work and vaccines, which are paid on a monthly <br />basis as they are used; etc. <br />Ms. Ray responded to questions from the Board. She reported that the <br />primary care physician will be able to refer employees to specialists if <br />needed. <br />John Day, County Manager, stated the County has a fixed cost for <br />services provided at the EHC and the more people visiting there, the more <br />money the County will save. He added that so far, the County has saved over <br />$900,000.00 and more savings are anticipated once the EHC has a primary care <br />physician on staff. <br />In response to a question from Chairman White, Mr. Day reported that in <br />the Employee Health Center's six years of operation, the amount of money per <br />person that goes into the County's health plan has increased once. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole, <br />and unanimously carried, the Board voted to place Approval of the Contract <br />with CMC-NE for the Cabarrus County Employee Health Center on the June 15, <br />2009 Agenda as a Consent item. <br />
